By focusing on asset management improvements, public sector reform and net zero commitments, the Council aims to deliver better outcomes for communities and drive economic growth while effectively managing risks and emerging challenges. The post holder would be expected to support these ambitions, delivering change and improvement through the use of its property assets.
An opportunity has arisen for a Lead Professional to join the Asset Management Team within Property Services.
Asset Management work to make best use of the Council’s property assets, providing strategic direction on how these are utilised in order to meet the Council’s objectives and priorities, and the needs of the community. Asset Management are involved across the entire breadth of the Council’s operations, from corporate change programmes and office accommodation through to supporting frontline service delivery.
You will be responsible for the development of the Council’s asset strategy, business cases, briefing documents, reports and committee papers, engaging with senior officers and politicians as required.
Key areas of involvement will include development and implementation of strategies which address efficiency and effectiveness including; space management, analysis of property utilisation, determination of Service needs, negotiation with Council Services regarding the occupation and use of buildings, logistics and planning relating to buildings and move management.
You will also lead the Asset Management team ensuring support to the delivery of building improvement projects, acting as the day-to-day contact.
The Person
You must hold an appropriate Degree level qualification or equivalent (SCQF level 9). Chartered Membership of a relevant professional body is also required, as is significant experience in property asset management, project planning or a similar field. A demonstrable record of achievement within a local government organisation including experience of change initiatives. would be advantageous.
You will be committed and self-motivated with a proactive ‘can-do’ attitude and the ability to work to tight deadlines. You will be able to liaise with staff at different levels and have expertise in project management.
You must be a confident user of IT applications with the ability to perform calculations and analyse data within Excel, as well as the ability to produce reports and briefings to a high standard in Word.
Leading the team, you must have the ability to analyse problems and produce creative and practical solutions. You will have a track record of building relationships with colleagues across the organisation, as well as public sector partners, and be able to influence and negotiate with key stakeholders.

While a significant part of the role can and will be carried out remotely, candidates will be required to travel to and attend buildings throughout Fife as required.
