About The Role

JOB TITLE: Stakeholder and Community Engagement Officer
REPORTING TO: Head of Stakeholder and Community Engagement
DIVISION: Civil Engineering
LOCATION: Site based – Oxfordshire
CONTRACT TYPE: Permanent

Job Summary
Due to considerable growth here at GRAHAM, we are now seeking to expand our team in Oxfordshire– This time with an experienced and considerate Stakeholder and Community Engagement Officer.

This pivotal role is key in ensuring we deliver inclusive and effective engagement across various projects. The successful applicant will ensure that all stakeholder and community interactions are managed professionally, transparently, and in alignment with project goals and public expectations.

The Stakeholder and Community Engagement Officer will lead engagement activities, manage relationships with key stakeholders including local authorities, residents, businesses, and transport users, and support the delivery of strategic communications and community initiatives. The role will require flexibility to cover occasional evening or weekend work to support public meetings and events.

Job Description
The Stakeholder and Community Engagement Officer shall:
1. Maintain the communications strategy, capturing all stakeholder considerations through a detailed Stakeholder & Community Engagement Project Strategy.
2. Identify Influencers and maintain good working relationships throughout the life of the project, including Local Authorities, Landowners and immediate neighbours.
3. Identify Road Users, Residents & Businesses, Schools and Colleges affected by the works and identify opportunities to promote good working relationships.
4. Develop and maintain excellent community engagement opportunities to promote the project via education or community initiatives.
5. Identify and draft submissions for project awards.
6. Support the Head of Stakeholder & Community Engagement and Project Manager with reporting and attendance to the Client Communications Meeting, raising any resident/community concerns.
7. Maintain a Stakeholders Register and comply with the data protection act with securing data.
8. Provide Scheme Level public liaison requirements as directed by the Project Manager.
9. Co-ordinate the enquiries/complaints/compliments Customer Relations Information System and ensure Service Level Agreements are maintained in responses.
10. Provide written and verbal responses to enquiries from the public and the Client
11. Attend and support public engagement meetings and help promote a positive image of construction and the benefits of redevelopment.
12. Liaise with the project team to obtain content and draft project monthly newsletters, social media posts and other communications
13. Carry out any other reasonable duties as requested by the Line Manager.
14. The post will require travel between different locations for which travel expenses will be compensated for work related journeys.
This job description is intended to give the post holder an appreciation of the role envisaged for the Stakeholder Community Engagement Officer and the range of duties to be undertaken. It does not attempt to detail every activity. Specific tasks and objectives will be agreed with the post holder at regular intervals. Personal Specification
Technical Competencies
Essential
15. Proven experience in a similar role, working within a busy and pressurised environment
16. Strong IT skills to include Microsoft suite, Word, Excel and Power Point
17. Proven experience of dealing with local authorities or influencing key stakeholders
18. Previous experience of developing and delivering Community Engagement initiatives
19. Strong communication and interpersonal skills
20. Able to remain calm under pressure with the ability to defuse situations through diplomacy and negotiation
21. Ability to construct and deliver an employment skills plan
22. Bid Writing/Communications Plan and Award writing experience
23. Full licence and access to own personal vehicle for business use

Desirable
24. Experience of the Construction industry
25. Membership to the Chartered Institute of Public Relations or similar CPD body
