Commissioning Support Officer (Older Adults)
Location Hybrid, working from home and Trafford Town Hall, Talbot Road, Stretford, Manchester, M32 0TH
Salary range Band 6, £34,434 £36,363 per annum
Working Pattern Full Time, 36.25 hours per week

Responsibilities
* Provide support across the full commissioning cycle for older adults’ provision within the All Age Commissioning Team. Manage a portfolio of Care Homes and Homecare providers in relation to Quality Assurance, benchmarking quality and good practice, and evidencing improvement work.
* Complete quality assurance audits with providers and make recommendations regarding quality improvement.
* Oversee quality improvement methods to provide assurances to senior leads.
* Support with financial reconciliation, billing and invoicing issues and negotiations.
* Support and investigate whistleblowing concerns, complaints, and safeguarding issues.
* Liaise with health and social care colleagues to support discharge arrangement barriers.
* Ensure that all services deliver efficient and effective interventions that are evidence-based and demonstrate impact and outcomes.
* Support the implementation of commissioning arrangements for services, working across council, health and partner agencies.
* Tackle and resolve complex issues through strong leadership and effective partnership working across the council, health and partner agencies.
* Support the procurement of new contracts and developments.
* Undertake Homecare Brokerage duties.
About you
Are you passionate about adult health and wellbeing and helping vulnerable adults? Do you want to work in a lively and fast-paced environment where no two days are the same? Do you have experience of commissioning and an understanding of CQC regulatory requirements and good practice? Can you form professional relationships? If so, we would like to hear from you!
You will be organized, efficient, with excellent communication skills and the ability to develop positive, professional relationships with a range of internal and external stakeholders. An understanding of commissioning is desirable, and experience in adult social care settings using systems such as Liquid Logic and ContrOCC would be helpful.

Additional Information
The core working hours are usually between 8:30am and 4:30pm, Monday to Friday, with occasional requirements for evenings or weekends and possibly working between Christmas and New Year. You will have hybrid flexibility, with a minimum of 2 days in the office on team days.
An Enhanced DBS check will be required. Some elements of the role will operate on a rota system.
