Rushmoor Borough Council is a forward-thinking and inclusive local authority, committed to delivering high-quality services and driving innovation in public finance. As we work towards our Delivery Plan priorities for 2025/26 and begin our Devolution and Local Government Reorganisation journey, we are seeking a highly skilled and motivated Financial Reporting Manager. This is a fantastic opportunity to make a vital contribution to the Council's financial strategy and governance at a time of exciting transformation.
Your new role
As the Financial Reporting Lead, you will be the Council's expert on financial reporting, the Collection Fund (supported by LG Futures), and asset accounting. You will lead the production of the Council's Statement of Accounts and manage the subsequent external audit process. Your role will involve working closely with key partners and internal stakeholders to apply your technical expertise to complex areas such as regeneration, commercial property investment, and treasury management.
You will also play a key role in modernising financial systems, streamlining processes, and supporting the development of strategies that ensure long-term financial sustainability. This is a rewarding professional challenge for someone who thrives in a collaborative, forward-looking environment.

To excel in this role, you will need:
* Extensive experience in local authority financial reporting and external audit processes.
* Strong technical knowledge of accounting standards, including CIPFA, IFRS, and capital financing regulations.
* Proven ability to lead the preparation of statutory financial statements and returns.
* Experience in asset accounting, collection fund management, and capital financing.
* A relevant professional qualification (e.g., CIPFA, ACCA, CIMA, or equivalent).
* Excellent communication, leadership, and stakeholder engagement skills.
* A proactive, improvement-focused mindset with the ability to lead and inspire others.
What you'll get in return
In return, you will join a supportive and ambitious organisation that values your expertise and encourages innovation. You will have the opportunity to shape financial reporting practices and contribute to the Council's strategic goals. Rushmoor Borough Council also offers:
* A competitive salary and benefits package.
* Flexible and hybrid working arrangements.
* Opportunities for professional development and career progression.
* A collaborative and inclusive workplace that values diversity and supports equal opportunities.
