Overview
Principal Design Engineer (Engineer III RP109) - 2 posts. As a leader within the team (reports to the Design & Projects Manager), you will direct the design and delivery of the Council's Local Active Travel and Safety programme, shaping schemes that make it safer, easier and more attractive for people to walk, cycle, wheel and use public transport.
You will also oversee the Technical Approval of civil engineering and highway projects delivered by other Council teams. In addition, you will help shape local outcomes as part of the West of England Combined Authority, supported by significant transport funding for public transport, walking and cycling improvements over the next five years.
This role offers blended working flexibility, with time split between home and our award‑winning Civic Centre in Keynsham, located between Bath and Bristol. Hot‑desking options are also available at the Guildhall in Bath.
Responsibilities
* Direct the design and delivery of the Council’s Local Active Travel and Safety programme.
* Oversee the technical approval of civil engineering and highway projects delivered by other Council teams.
* Ensure projects are delivered on time, within budget and contribute to the Council’s commitment to “Improve People’s Lives”.
* Manage a team of engineers and project staff, turning policy into projects such as safer crossings, junctions, cycleways, inclusive wheeling routes, bus‑user facilities and walk‑friendly measures.
* Coordinate procurement, contractor management and programme delivery of multi‑million‑pound and small‑scale schemes.
Qualifications
* Substantial experience in leading and managing a highways and technical function within the public or private sector.
* Proven record of designing and delivering active travel and highway improvement schemes at all stages.
* Excellent knowledge of design standards and guidance (including LTN 1/20, DMRB, MfS2 and the Traffic Signs Manual).
* Ability to deliver programmes of work within schedule and budget.
* Experience in procurement and contractor management.
* Demonstrated ability to manage a team.
