This is a senior leadership role with accountability for the development of the Trust’s built environment, ensuring it is safe, compliant, sustainable and fit for the future. As Deputy Director of Development, you will lead capital projects, property transactions and the delivery of net zero initiatives across YTHFM. You will provide professional leadership across development services, assuring standards, risk management, financial control and governance, and will deputise for the Managing Director as required. This role plays a central part in delivering the Trust’s estate strategy and supporting its long‑term clinical and service ambitions.
Main duties of the job
You will provide strategic and operational leadership for capital development, property and net zero programmes. You will lead complex capital schemes from business case to completion, ensuring quality, safety, value for money and compliance. You will oversee significant capital budgets, with accountability for financial performance and risk, and act as Project Director for major developments, leading multidisciplinary teams and external partners. You will also provide expert advice to YTHFM and the Trust on estate development and contribute to senior‑level Trust and system planning.
You will be a credible senior leader with substantial experience delivering large‑scale capital programmes in complex environments. You will bring strong professional judgement, political awareness and the ability to influence at senior levels. You will lead through complexity, set clear direction and hold teams to high standards, fostering a culture of trust, accountability and continuous improvement.
The role operates across all Trust sites, supporting leadership, delivery and assurance.

Experience and Knowledge
Essential criteria
1. Evidence of delivery of capital programmes, property transactions and next zero programmes in a complex environment, at scale and to demanding timelines.
2. Evidence of previous Senior Leadership roles in Capital Projects.
3. In depth knowledge of Capital Delivery, Project Management, Property Management, Net Zero and Personnel Management.
4. Strong Development Management expertise together with extensive experience of developing complex built environments.
5. Significant experience of using digital platforms.
6. Substantial knowledge of capital delivery, property asset management and Net Zero management best practice.
7. Experience of developing alliances and partnerships within and across organisations.
8. Proven ability of staff management for large people organisations, acquired through training and experience over an extended period.
9. Track record of delivering projects within budget and to deadlines.
10. Demonstrate a high level of political awareness.
11. High level of organisational skills to manage and run large scale and highly complex operations.
12. Ability to make corporate financially astute decisions that affect the wider organisation.
13. Exceptional influencing and negotiation skills using a collaborative approach with proven experience of success with clinicians, Directors, external organisations.
14. Experience of complex building and engineering systems.
15. Advanced interpersonal skills to deliver highly complex, sensitive and potentially contentious messages.
16. Must possess and be able to demonstrate the ability to successfully resolve conflict, be diplomatic, gain trust and negotiate skilfully with both internal and external groups.
17. Highly proficient in the use of standard office software packages.
Desirable criteria
18. Experience of working within a Wholly Owned Subsidiary/Limited Liability Partnership within the NHS.
19. Experience of Total FM organisations operating inhouse.
Qualifications and Training
Essential criteria
20. Master’s degree in an Engineering or a Construction Management related subject.
21. Chartered membership of a relevant professional institution (IHEEM, CIBSE, ICE, etc.)
22. Significant experience in a senior Estates and Facilities Management role within a complex organisation.
Desirable criteria
23. Chartered professional registration / accreditation in relevant discipline.
