Neway International are seeking a Workshop Shift Manager to join our client Plymouth City Council within the Growth - Street Services - Plymouth Highways division. Plymouth City Council's Street Services directorate delivers essential operational services across the city, with Plymouth Highways responsible for maintaining a safe, compliant, and efficient fleet. The service is committed to high standards of safety, productivity, and customer satisfaction, ensuring the city's transport and operational infrastructure runs smoothly. The Workshop Shift Manager is responsible for the day-to-day management of the vehicle workshop, ensuring the effective delivery of scheduled and unscheduled maintenance, inspections, MOT testing, and repairs across the Council's fleet. The role ensures full compliance with VOSA regulations and the Council's Operating Licence, while leading a team of approximately 14 operational staff.
Responsibilities
* Manage the daily operation of the workshop, ensuring timely delivery of scheduled maintenance, unscheduled repairs, inspections, and MOT testing.
* Lead, support, and performance-manage a team of approximately 14 operational staff.
* Ensure all work is completed in accordance with legislation, VOSA requirements, and the Council's Operating Licence.
* Oversee a service budget of £750k, ensuring delivery within financial targets and supporting income generation.
* Implement and maintain safe working practices, policies, procedures, and risk assessments.
* Ensure high standards of Health & Safety across the workshop environment.
* Deliver a customer-focused service, ensuring work is completed within agreed timescales and quality standards.
* Maintain up-to-date knowledge of legislation, industry developments, and best practice.
* Manage the Council's MOT station, ensuring compliance with all VOSA protocols and safe operating procedures.
* Support the delivery and growth of commercial MOT, servicing, and repair services to external clients and the public.
* Liaise with internal and external customers regarding scheduling, maintenance, repairs, and inspections.
* Ensure accurate documentation, records, inspections, and stock control processes.
* Monitor productivity, performance, and monthly charging using relevant IT systems.
* Manage warranty repairs and accident-damaged vehicle processes.
* Handle customer complaints and ensure timely resolution.
* Undertake additional duties appropriate to the grade of the post.
Requirements
* GCSEs (A* - C / 9-4) in Maths and English or equivalent.
* Vehicle technician qualification or equivalent, or extensive demonstrable experience managing a vehicle workshop.
* IOSH qualification or equivalent in Health & Safety.
* Full UK driving licence.
* Strong understanding of Road Transport Law.
* Significant experience managing MOT testing operations.
* Significant experience delivering inspections and testing under an Operating Licence (VOSA).
* Significant experience managing a commercial workshop service.
* Demonstrable experience of Customer Service Excellence.
* Extensive experience managing workshop/garage services and leading operational teams.
* Strong ICT skills, including Word and Excel.
* Extensive experience planning operational service delivery within resource and budget constraints.
* Strong performance management experience.
* Experience in change management and staff development, including delivering in-house training.
* Extensive experience in budget management and income generation.
* Experience with Tranman or similar fleet/workshop management systems (desirable).
* Knowledge of compliance vehicle maintenance and legislation (desirable).
