 
        
        About the role
We are looking to recruit a Purchase to Payments (P2P) Manager, to manage our ordering and payments functions to ensure accurate and compliant processes are followed, orders are raised, and payments are made in a timely manner. This is a key role in the Procurement & Commissioning Service. The right person will have a procurement and/or finance background and have experience to enable them to lead on recommending service and systems improvements; and possess leadership qualities to manage and motivate busy teams undertaking transactional tasks.
On a day-to-day basis you will:
 1. take the lead role in managing, motivating and guiding staff within their respective roles including the provision of advice, guidance and assistance on complex cases and management of rotas
 2. ensure the accurate input and correct processing of data is performed across the range of purchasing and payments functions
 3. manage CHAPS payments
 4. take a leading role in challenging purchase requests and determining the most appropriate procurement route for requirements, in compliance with the Council’s Contract Procedure Rules
 5. issue Tax Statement Vouchers to Sub-contractors and ensure CIS related tax is paid to HMRC
 6. manage the Council’s credit cards
 7. contract manage certain corporate contracts and frameworks such as office supplies, stationery, furniture, PPE, translation and interpretation, travel and accommodation, car hire etc.
We are looking to recruit an individual with:
 8. ability and knowledge of procuring, ordering and managing payments in a large and complex organisation
 9. knowledge of Procurement Regulations, Policies and Contract Procedure Rules in an organisation
 10. understanding of Financial Regulations in an organisation
 11. understanding of HMRC CIS and IR35 tax requirements
 12. knowledge and experience of the application of BACS, CHAPS, transfers, Direct Debit and foreign currency transfer of funds
 13. experience of use of electronic payment and ordering systems
 14. a willingness to undertake new challenges and work flexibly and proactively embrace the Team Ceredigion ethos
