Senior System Access Services Officer - Band 4

The day-to-day coordination of the System Access Services (SAS) Office and Operation of the Trusts Registration Authority (RA) as well as the general System Access processes. The quality of RA and system access management is fundamental to managing the legitimate relationships that control access to patient records.

Whilst working alone and with initiative, provide an efficient and flexible System Access support service to the Digital Services Department.

Act as a Registration Authority Agent and assist in the introduction and development of Registration Authority procedures per the requirements of the NHS National Care Record Service (NCRS).

The post holder will assist in the coordination of a team of System Access and Registration Authority officers co-ordinating their workload, monitoring their performance and ensuring that training is provided.

Provide first-line support to both the NHS and local Care Record Services (CRS) users regarding the use of NCRS smartcards and Role Based Access Controls.

Manage the Trusts ID Card production, in collaboration with Facilities.

Responsibilities

  • Act as a Registration Authority Agent and assist in the introduction and development of Registration Authority procedures per the requirements of the NHS National Care Record Service (NCRS).
  • Provide first-line support to both the NHS and local Care Record Services users regarding the use of NCRS smartcards and role-based access controls.
  • Manage the Trusts ID Card production, in collaboration with Facilities.
  • Coordinate a team of System Access and Registration Authority officers, co-ordinating their workload, monitoring performance and ensuring training is provided.
  • Day-to-day administration of the Trust Registration Authority:
    • Issuing Smartcards to users who have been sponsored and have suitably proven identities per the national RA processes.
    • Updating user access profiles per Sponsor's requirements.
    • Cessation and suspension of Smartcard certificates per the Sponsor's requirements.
    • Ensuring that the RA policies and procedures are adhered to within the area of responsibility.
    • Providing support to trust users and sponsors on process, hardware and application problems.
    • Maintaining a register of all RA equipment and managing the issue to staff and servicing of the RA hardware. Ordering consumables such as printer ink ribbons and smartcards.
    • Managing the replacement of smartcard digital certificates as required.
    • Escalating process, hardware and application problems that cannot be resolved to the ICT Operational Support Manager.
    • Initial investigation and reporting of smartcard security incidents.
    • Training local departmental System Access Officers/Registration Authority Agents.
    • Ensuring that all RA documentation/forms are securely retained and accessible, under the National Policy.
    • Managing workgroup set-up and maintenance in the Smartcard National system.
    • Attending Regional Registration Authority meetings.
  • Day-to-day support of the Trust registration and Access Control procedures following national and local policies:
    • Manage first, second and third-line support for Access Control issues using the ICT service desk software.
    • Check the service desk for tasks regularly and ensure the team completes them within SLA requirements.
    • Managing workgroup set-up and maintenance of all access control systems.
    • Setting up and allocating appropriate positions and roles to users based on agreed system role maps and the user’s sponsorship status.
    • Removing or modifying user access where no longer required.
    • Passing all other support requests to the appropriate person promptly.
    • Managing the new starters and leavers process.

Qualifications

  • Educated to A Level qualification or equivalent standard.
  • Evidence of computer systems training to a minimum of ECDL or equivalent with evidence of ongoing personal and management development.
  • Degree qualification in a related discipline.
  • Advanced IT qualification.
  • Professional affiliation, e.g. BCS.
  • Have undertaken the NHS CRS User Registration Service – User Registration Course.

Previous Experience

  • Basic understanding of the standards applied to the protection of patient information within the NHS.
  • Working knowledge of the National Registration Authority policies and procedures.
  • Experience with MS Office.
  • Experience with email and internet.
  • Maintenance of fairly complex database records.
  • Evidence of working within a team.
  • Good NHS experience within an informatics environment.
  • Experience with NHS CRS – UIM.

  • Excellent interpersonal skills.
  • Good organisational skills.
  • Ability to work under pressure.
  • High level of communication skills, working with all levels of professional hierarchies, facilitation, change management and team working.
  • Working knowledge of NHS practices for the management of information.
  • Advanced IT skills.

  • Self-motivated.
  • Mobile – Able to travel between Trust Sites.
