PROW and Records Asset Technician

Essex Highways is responsible for managing and maintaining one of the largest highways networks in the country. EH is a delivery partnership between Essex County Council (ECC) and Ringway Jacobs. This role will work within the Essex Highways Partnership to deliver highways services. Deliver a first-class service to customers, maintaining this vital and legally compliant record set, ensuring that the challenges of delivering the vision and priorities of the Essex Highways contract are met are key for this role.
This role is responsible for the management of the Public Rights of Way asset information, both digital and hardcopy format. Additionally, there will be a requirement to continually update digital information relating to Highway Records.
Accountabilities
1. To manage The Public Rights of Way and Highway Records spatial data within asset linked systems, ensuring that they are up to date and that other service areas are basing their work on up-to-date information.
2. Provide training and expert knowledge to stakeholders on PROW and Highways Records spatial data.
3. Ensure/maintain data inputting regulatory standards and proactively monitor that all parties understand the importance of accurate data for PROW and Highways records.
4. To contribute to the teams’ performance in providing speedy and courteous responses to queries and complaints in accordance with relevant targets and standards and assist with the identification of schemes and services for the future platforms as appropriate.
5. Develop systems and processes for collating relevant management information and analyse this information to identify the current key areas for further investigation.
6. Supply timely data and information to relevant internal and external partners and stakeholders for PROW and Highways records.
7. Liaise with colleagues in other Service areas and district councils to access relevant and accurate data from existing sources and to confirm reliability and validity of data.
8. Understands the overall functions, aims and directions of Essex Highways, and how their specific area of responsibility fits into those objectives and respond to changing priorities, assisting the wider team where appropriate to meet the needs of the service.
Knowledge, Skills and Experience
9. Educated to RQF Level 4 or equivalent by experience.
10. Evidence of continuing professional development and expert knowledge in relevant professional area
11. Understanding of Asset Management Principles, relevant design procedures and standards and good practice
12. Knowledge and application of relevant legislation such as Health and Safety including Construction (Design & Management) Regulations and Highway Legislation.
13. Knowledge of budgetary governance and controls
14. Experience of working with highway or other asset network information
