Job Summary
As a forward-thinking council committed to supporting our employees' development, East Dunbartonshire Council offers a supportive and respectful working environment that encourages ideas and personal contribution. We now have an exciting, challenging, yet rewarding opportunity for a Payroll Assistant.
We are currently in the design and development stage of migrating the existing HR & Payroll System to Oracle. With experience in HR & Payroll systems, you will contribute to reviewing and developing processes and procedures to enhance service delivery, eliminate duplicate efforts, streamline operations, reduce costs, and improve quality.
You will be an integral part of the team, ensuring the timely and accurate payment of salaries in accordance with contracts of employment and relevant HR information, ensuring compliance with all statutory regulations.
For this role, you should have substantial experience in payroll functions within a large organization, practical knowledge of Payroll and Pensions, and experience working with ICT systems to manage data.
You will participate in quality and customer service improvement initiatives to support the delivery of high-quality services. To arrange an informal chat or for further information, please contact Angela Soutar - Payroll Lead at angela.soutar@eastdunbarton.gov.uk.
PVG / Disclosure Scotland
The following criteria apply to all roles within East Dunbartonshire Council where PVG/Disclosure checks are essential:
Where the post is considered a Regulated Role under the Disclosure (Scotland) Act 2020, successful candidates will be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to confirmation of employment. The cost of the check will be deducted from the first salary payment, or in some cases, in installments following employment commencement, with approval from the HR & OD Manager. If an employee leaves before deduction, the full amount will be deducted from the final salary.
This criteria also applies to existing employees applying for roles requiring a PVG/Disclosure check.
Charter of Commitment
East Dunbartonshire Council commits to treating job applicants with politeness, friendliness, and respect.
We conduct equalities monitoring to ensure fairness, with anonymized screening of sensitive information such as age, gender, and disability.
All application information will be kept confidential and accessible only to relevant HR personnel and the specific service.
We encourage applications from individuals under the disability symbol, and where the essential criteria are met, interviews will be offered to such applicants. Reasonable adjustments will be made to ensure accessibility at interviews.
Applicants will be notified within a reasonable timeframe after the closing date if they do not meet the interview criteria (typically within 4 weeks), and within 3 weeks if they meet the criteria. Successful and unsuccessful candidates will be informed as soon as possible after the interview stage.
