Overview

Capital Works Operational Lead to carry out the management of the operational Building Maintenance Team to deliver an effective, efficient and compliant service to Council tenants and private customers. The role focuses on the delivery of Capital Works, monitoring quality assurance and positive customer engagement by the Resident Liaison Officer. Effectively manage costs, risk, staff and equipment resources to ensure high levels of satisfaction, value for money and safe working practices.

Key responsibilities of this role will include;

* Manage the operational Building Maintenance team that is responsible for the delivery of Capital Works, the Repairs and Maintenance team and a Resident Liaison Officer.
* Ensure that the Capital Works teams are adequately resourced, including managing and planning programmes of work to ensure the works are delivered efficiently.
* Manage all works within the available budgets ensuring best value is achieved whilst delivering the works to a high standard.
* Monitor KPI’s, address areas of poor performance and provide exceptional customer service to residents.
* Demonstrate exceptionally good knowledge of applicable regulations such as CDM regs, Building Control regs and Health and Safety compliance.
* Manage and promote health and safety within the workplace, recognising high risk building maintenance operations. Ensure appropriate risk assessments and safe systems of work are made available to staff and contractors and understood by them. Provide adequate training programmes to keep staff informed and competent.
* Undertake regular 1-1’s and team meetings.
* Carry out post inspections and site investigations to maintain required standards.
* Maintain frequent contact with tenants and address their complaints/concerns in a professional manner. Ensure customer care is paramount and promoted throughout.
* Creation of detailed specifications for works or services.
* Evaluate tenders to support the functions of the Housing Repairs and Maintenance team.
* Attend tenant or client meetings and forums and represent the Maintenance team in a professional and competent manner.
* Ensure all work, supply and service contracts are procured in accordance with contract procedure rules. Actively participate in any projects of transformation that concerns the team.
* Be aware of and report any wider social welfare concerns that may become apparent.
* Undertake such other duties as may reasonably be required compatible with and/or arising from those listed above.
* Be responsible for the day-to-day line management of a team, including recruitment, development, performance management and support.

The ideal applicant will possess the following skills and experience;

* Previous experience of managing and developing a team of staff.
* A minimum of 3 years previous experience of managing costs and financial information.
* Previous experience of dealing with members of the Public and Council Tenants.
* A minimum of 5 years’ experience of managing building maintenance improvement and construction projects.
* Previous experience of managing works under contract and sub-contractors with a full understanding of contract terms, liabilities and building regulations.
* Experience of interpreting plans and technical drawings, identifying necessary works and costing elements of work.
* Up to date knowledge of technical and procedural developments in a relevant field.
* Previous experience of monitoring performance improvement in a team.
* Ability to highlight areas of poor performance and identify improvement criteria.
* Hold good motivational skills, with ability to motivate a team to perform to their optimum ability.
* Able to deal with awkward and difficult situations in a calm and professional manner.
* Proficient in the use of Microsoft packages.
* Have exceptionally good all-round organisational skills and the ability to meet strict deadlines.
* 4 GCSEs including English and Maths (or equivalent)
* HNC/HND equivalent in a building related discipline.
* Understanding of current building regulations and Health & Safety requirements.
* A commitment to own development and to supporting training and development initiatives.
* Hold a full UK driving licence and own transport. Live within a commutable distance of Lowestoft.
* Flexible and willing to work outside of normal working hours.
* Be able to work on own initiative.
* Demonstrate a customer orientated approach and able to communicate effectively with other officers, tenants or contractors.

It would also be advantageous if you had any of the following;

* Experience of writing full work specifications and contract documentation.
* Knowledge and understanding of the public sector and local government services and procedures.
* Proficient in the use of a mobile working solution for workforce planning.
* A recognised full management qualification.
* Relevant professional qualification covering building or construction, MRICS or MCIOB.
* A relevant Health & Safety qualification NEBOSH or equivalent.
* Evidence of continuing professional development.
