East Midlands Combined County Authority (EMCCA) is on a bold journey. Transport is a cornerstone of that ambition and we’re seeking a visionary Director of Transport to help shape and lead this once-in-a-generation opportunity.
About The Role
This is a significant leadership role with real influence. You’ll be responsible for shaping EMCCA’s transport strategy and ensuring the effective delivery of a £2 billion investment programme over the next seven years.
This funding will be used to deliver a modern, reliable, and integrated transport system across the region, with a particular focus on driving growth, transforming infrastructure to support the delivery of new homes and improve access to opportunity for all, and decarbonising transport by promoting modal shift from cars to public transport, walking and cycling.
While an emerging pipeline of schemes is already in place, there remains significant work to be done. You’ll be responsible for refining priorities, identifying future challenges and opportunities, growing a capable and delivery-focused team, and ensuring that projects drive both immediate impact and long-term transformation - particularly in the context of net zero, climate change, inclusive growth and regional connectivity.
With interim leadership already in place, this is your opportunity to build on momentum and make the role your own - creating a high-performing function that commands credibility with technical partners, speaks the language of political leaders, and earns the trust of local communities.
As a vital member of the extended leadership team, you’ll work closely with the Mayor, Chief Executive, Director of Place and peers across the SLT. We’re looking for someone with both ambition and the leadership credentials to grow with us.
About You
You will have a deep understanding of the transport sector, with the credibility to engage confidently with internal and external stakeholders, including Government departments, local authorities, transport operators, businesses, and community groups.
You’ll know what great strategy and delivery looks like, but just as importantly you will have the ability to bring people along with you. You’ll already be operating at a senior level, whether in a local or combined authority, consultancy, central government, a transport operator or a related setting. What matters most is that you bring a solid grasp of transport reform, particularly in areas such as enhanced bus partnerships and franchising and concessionary fares, as well the ability to navigate complex systems with pace, purpose and political acumen.
