Contracts Manager – Cleansing Operations
Salary: £55,000–£65,000 + £5,250 car allowance
Location: Hounslow area (hybrid working – two days from home)
Travel: Candidates should be within roughly one hour of the operational base
Role Summary
The Contracts Manager will oversee the delivery of a large street cleansing operation across a defined network. This position involves leading a substantial frontline workforce, managing a multi‑million‑pound budget, and ensuring that all cleansing activities are delivered safely, efficiently and in line with agreed service standards.
Operational Scope
• Workforce: approx. 70+ operational staff
• Fleet: around 20 vehicles
• Budget responsibility: circa £2m
• Service area: street cleansing and associated environmental operations
Purpose of the Role
The Contracts Manager ensures that cleansing and maintenance activities are planned and delivered to recognised industry standards, supporting a cleaner, safer environment for residents, businesses and visitors.
Key Responsibilities
Health, Safety & Compliance
• Lead on operational safety, environmental standards and continuous improvement.
• Ensure all statutory, environmental and organisational requirements are met.
• Oversee timely completion of RAMS, COSHH assessments and related documentation.
• Work collaboratively with safety teams to maintain safe working practices under CDM.
Operational Management
• Direct day‑to‑day cleansing operations to meet contractual performance targets.
• Set clear expectations for supervisors and frontline teams.
• Manage resources, equipment and fleet to maintain service continuity.
• Oversee planned and out‑of‑hours cleansing programmes, ensuring they are delivered and monitored effectively.
Service Planning & Improvement
• Develop and refine operational plans, service strategies and improvement initiatives.
• Support internal stakeholders with additional works, schemes and call‑off services.
• Promote recycling initiatives and contribute to carbon and water reduction goals.
Stakeholder & Depot Management
• Maintain strong relationships with external partners and local stakeholders.
• Ensure depot facilities, plant and vehicles remain fit for purpose.
• Coordinate with third‑party providers to maintain collaborative working arrangements.
People Leadership
• Foster a positive team culture and uphold organisational values.
• Support recruitment, onboarding and workforce planning.
• Implement training and development programmes for operational staff.
• Participate in team briefings and wider organisational communications.
Person Requirements
• Experience within street cleansing, waste management or a similar operational environment.
• Strong leadership skills with the ability to motivate and support frontline teams.
• Commitment to safety, service quality and continuous improvement.
• Confident communicator with the ability to engage effectively with stakeholders
