Head of Clinical Contracts and Service Development
The Head of Clinical Contracts and Service Development is responsible for the operational leadership and oversight of primary care clinical contracts across Havering Health Ltd. This senior role requires a dynamic and flexible individual with strong experience in contracting, service development, and system-wide working.
The post holder will lead on contract management of all clinical contracts, and provide oversight and line manage the senior services manager, ensuring compliance with regulatory frameworks and driving performance, quality, and value for money. They will act as the central point of contact for the NEL Integrated Care Board (ICB) on all contractual matters, and acting as the operational lead for Care Quality Commission (CQC) compliance.
Main duties of the job
The post holder will play a key role with PCNs and practices, and PMO lead in shaping the management support and infrastructure for the new Long-Term Conditions (LTC) outcome framework,
The role requires strong communication, analytical, and problem-solving skills, alongside the ability to build and maintain effective relationships with a wide range of stakeholders, including General Practice and Primary Care Networks (PCNs). The post holder will represent the organisation at senior-level meetings across the system as required.
In addition, the role will be directly responsible for the new care home contracts for PCNs, which includes leading on co-ordinating multidisciplinary team (MDT) working, ensuring effective stakeholder engagement/GPs as required.

Havering Primary Care Networks (PCNs) are groups of GP practicesthat have come together to work more closely together to improve the quality ofcare for patients in Havering. There are five PCNs in Havering: Crest PCN,North PCN, South PCN, Liberty PCN and Marshalls PCN. The PCNs include a widenumber of staff and skill mix, including the ARRS (Additional ReimbursableRoles Scheme - Staff) and Havering Health supports the recruitment of for thePCNs. The ARRS staff provide a valuable resource and additional services to thePCNs and Practices in supporting the delivery of high-quality and integratedcare to patients across Havering. This staff group supports the otherhard-working staff in general practice.
Job responsibilities
Main Duties and Responsibilities
1. Contract Management and Service Developement
Act as the central point of contact for the ICB and PCNs on all contract management matters, including issue resolution, coordination, and performance oversight.
Provide operational leadership to strengthen and support Federation-wide service delivery and development.
Oversee delivery of all clinical and non-clinical KPIs, ensuring services meet agreed standards and outcomes.
Ensure robust contract monitoring, compliance, and governance arrangements are in place.
Lead on the development and implementation of the LTC LIS framework and associated service improvements.
Monitor and improve KPIs performance and reporting to ICB and PCNs, identifying opportunities to enhance capacity and patient experience for all clinical contracts.
2. Service Improvement/Development
Provide oversight on development of all clinical services including set up of new hubs with services team, ensuring timely and equitable patient access in line with national and local priorities.
Lead on the planning and oversight of one off funding/projects and associated activity.
Work with the ICB, PCNs, and practices to ensure effective use of funding to maximise service delivery.
3. Performance, Risk and Compliance
Lead on compliance matter with senior services managers across all services, ensuring adherence to contractual and regulatory requirements.
Act as the operational lead for CQC compliance.
Analyse data to monitor performance and support decision-making.
Produce performance and quality reports for internal and external stakeholders.
Identify and manage risks, escalating where appropriate.
4. Stakeholder Engagement and Communication
Build and maintain effective relationships with ICB, PCNs, General Practice, and wider system partners.
Act as the main organisational interface for contract and service-related matters.
Represent the Federation at meetings, including senior-level forums as required.
Prepare and present reports, briefings, and updates.
Manage and resolve complaints and complex issues.
Communicate complex and sensitive information clearly and appropriately.
5. Leadership and Team Contribution
Provide leadership and direction to Senior clinical service manager and team.
Support delivery of wider organisational priorities.
Promote a collaborative and high-performing team environment.
