Job Summary
The DCO Consultation Project Manager supports the Senior DCO Engagement & Consultation Manager in the coordination and execution of statutory and non‑statutory consultation for the Heathrow West Development Consent Order (DCO) pre‑application process. This delivery‑focused role manages the consultation programme, third‑party consultants, multidisciplinary technical teams, and all consultation materials required to meet Planning Act requirements, ensuring activities are well‑planned, compliant, auditable, and integrated with project design and DCO submission.
Major Responsibilities
* Manage the consultation delivery programme, covering non‑statutory, statutory and targeted engagement stages.
* Coordinate closely with the Engagement & Consultation team to ensure consistent messaging and integrated delivery.
* Manage third‑party consultants responsible for exhibitions, digital engagement and communications materials.
* Act as the primary interface between consultants and project teams.
* Coordinate with engineering, design, environmental, planning and land teams to gather, validate and ensure technical accuracy of consultation materials.
* Facilitate participation of technical specialists in consultation events, briefings and public‑facing activities.
* Ensure consultation content reflects current design development, assessments and mitigation measures.
* Oversee production, review and approval of all consultation materials and maintain a record of their evolution.
* Oversee creation, capture, tracking and categorisation of consultation feedback and its influence on scheme development.
* Provide regular reporting on consultation progress, risks and key issues to project leadership.
Education and Experience Requirements
* Bachelor’s degree in communications, planning, public policy, social sciences or related field with 10+ years’ experience, or 14+ years of relevant experience.
* Demonstrated experience delivering statutory consultation under the Planning Act 2008 or similar consenting regimes.
* Proven experience managing complex consultation programmes for major infrastructure or NSIP projects.
* Strong experience managing third‑party consultants and multidisciplinary technical inputs.
* Experience producing consultation materials and contributing to Consultation Reports and DCO submission documentation.
* Excellent written, verbal and stakeholder communication skills.
