Position
Title: HS&E Compliance and Risk Coordinator
Location: Paneltex Ltd, Somerden Road, Hull, HU9 5PE
Reporting to: HS&E Manager
Hours of work: 40 hours per week – Monday to Thursday 08:00 to 17:00 and Friday 08:00 to 14:00
Salary: Up to £30,000.00 (DOE)

Job Overview
The HS&E Compliance and Risk Coordinator will play a key role in maintaining and improving compliance with statutory Health, Safety, and Environmental requirements at Paneltex. The primary focus will be on conducting weekly/monthly safety inspections and coordinating external inspections, services, and audit schedules. The successful candidate will also support the HS&E team by conducting internal audits, risk assessments, and COSHH assessments when capacity allows.
This is a hands-on role suitable for someone with a working knowledge of HS&E principles and a desire to grow into a more senior position over time. The post holder will work across multiple departments, supporting both routine compliance and proactive risk management.
Key Duties And Responsibilities
* Maintain the HS&E compliance calendar to ensure that all inspections (PUWER, LOLER, LEV, fire systems, etc.), audits, and services are completed on schedule.
* Liaise with contractors and internal departments to arrange inspections and servicing for equipment, systems, and facilities.
* Conduct and document internal checks including fire door inspections, emergency lighting checks, racking inspections and routine visual inspections.
* Keep accurate records of completed services, certificates, and outstanding actions using internal logs and databases.
* Conduct or support risk assessments, COSHH assessments, and Safe Systems of Work reviews under the guidance of the HS&E Manager.
* Participate in and support internal HS&E audits and workplace inspections.
* Assist with accident and near-miss investigations as needed, contributing to data gathering and action tracking.
* Monitor stock of PPE, first aid, and safety signage, and coordinate replenishment.
* Help with contractor management, conduct inspections and spot checks on their work.
* Provide administrative support for training and Occupational Health appointments, including arranging, tracking, and follow-up.
* Escalate any compliance concerns or overdue actions promptly.
Knowledge, Skills And Abilities
* Excellent organisational and time management skills.
* Good working knowledge of HS&E principles, particularly around inspections and compliance.
* Confident communicator, able to liaise with contractors and internal teams.
* Familiarity with PUWER, LOLER, COSHH, and other core compliance areas essential.
* Willingness to conduct routine inspections as well as contribute to more technical work when required.
* Strong attention to detail and accuracy in record-keeping.
* Proficient with Microsoft Office and comfortable using digital record systems.
Qualifications
* IOSH Managing Safely - essential
* Full UK driving licence - essential
* NEBOSH certificate or equivalent Health and Safety qualification - essential or working towards it
* Experience in a compliance or coordination role, ideally in manufacturing or engineering
* Familiarity with risk assessments, COSHH, and HS&E audit processes
Specific KPIs and Deliverables
* Timely coordination and completion of all statutory inspections, services, and checks in line with the compliance calendar (e.g. PUWER, LOLER, LEV, fire systems).
* Accurate and up-to-date record-keeping of all inspections, certificates, and compliance logs.
* Completion of internal inspections (e.g. fire doors, emergency lighting) and submission of findings to the HS&E Manager within set deadlines.
* Support or lead a minimum number of risk assessments, COSHH assessments, and internal audits each month, as agreed with the HS&E Manager.
* Timely escalation of non-compliance or overdue actions and accurate tracking of corrective actions through internal systems.
* Preparation and delivery of monthly compliance summary reports for review by the HS&E team.
