About the role
The overall purpose of this role is to manage the delivery of projects and develop policies to support the parking service as a whole, reporting on the project's progress, budget and resources. Overseeing projects and helping to mitigate issues and challenges, scheduling tasks and managing resources. To support senior staff in identifying and driving forward service improvements for our residents, service users and businesses. To collaborate with senior staff in drafting & redrafting Traffic Regulation Orders in relation to parking activities both off and on-street, liaising with all partners to ensure consistency, accuracy and legal compliance. The role is about fostering a positive and inclusive working environment, working ethically, transparently and building and maintaining strong relationships with all of the council's partners and stakeholders both internally and externally whilst developing innovative solutions. Whilst predominantly homeworking, you will be out on site visits and spend time with the team both in Crewe and Macclesfield offices under the direction of the service manager. To this end, the applicant must have a full and valid UK driving licence and unrestricted access to their own vehicle - business insurance will be required for this role and appropriate mileage will be paid.
About you
Our service needs someone who will lead by example, demonstrating these values every day. The right candidate must be able to work on their own initiative (sometimes at home) but also be a supportive, adaptable, honest and reliable team player. You must be an excellent communicator, both orally (face to face and over the phone/teams) but also in writing and be confident to deliver reports and presentations under pressure and within a very dynamic team environment - a sense of humour is a must. A people person who can undertake "difficult" conversations as part of managing people's expectations is essential. Evidence and fact based driven, our service comes under intense scrutiny, and you must have an eye for detail and be self-assured and resilient as many of our activities are in the public domain. We need someone who isn't afraid to find and try new, innovative ways of working and learn from past experiences. Someone who can remain confidential and be a trustworthy colleague is a fundamental element of the role. We do not want someone who works in silos, but who can bring out the best in people, listening to others' ideas in a collaborative environment.
Principal responsibilities
* Undertake consultation, design and implement Residents Parking Schemes where appropriate.
* Support the Parking Services Manager and other senior staff in developing policies, standard operating procedures and work-related processes and provide technical advice where needed.
* Commission and undertake parking surveys.
* Project manage new capital projects.
* Support the service in procurement exercises and budget monitoring of projects.
* Attend meetings, representing the council on parking specific matters.
* Jointly develop business improvement plans, business continuity plans and service action plans as part of the senior team.
* Co-ordinate parking projects with all relevant internal and external partners.
* Investigate and respond to complaints, Members Enquiries and other service specific correspondence including formal information requests.
* In the absence of the senior team, undertake line management of staff where relevant.
* The above is not an exhaustive list at this level of role and you may be called on to step out of your 'comfort' zone to undertake parking services duties at short notice or on behalf of other team members.
