Ceto Talent is supporting a European ship-management and vessel operations company with headquarters in Germany and offices across the UK and Poland. They manage and own offshore support vessels which provide support across energy construction projects and due to recent success of projects won, they are now looking to bring in an QHSE Team Lead to help strengthen their health and safety operations.
The QHSE Team Lead is responsible for delivering expert QHSE guidance, support, and advice to the company, enabling operational excellence across all areas of the business. The role ensures that operations and activities are carried out safely and reliably, while minimising environmental impact and risk to the organisation. This position also ensures that risk management processes are consistently and effectively implemented in line with the Risk and Opportunities Management manual.
Areas of Responsibility:
* Maintain consistently high QHSE and operational standards across the fleet.
* Oversee and maintain risk management frameworks and tools to ensure business risks are identified, understood, and effectively mitigated, while supporting the delivery of opportunities.
* Ensure the ongoing maintenance and continuous improvement of governance within the integrated Business Management System.
* Implement and manage assurance and verification activities to support strategic and operational objectives.
* Actively promote and encourage positive workforce engagement across the organisation.
* Champion continuous improvement by driving the sharing of lessons learned throughout the business.
* Maintain a strong working knowledge of, and adherence to, the Business Management System framework and governance requirements.
* Consistently demonstrate professional, constructive, and positive behaviours aligned with the company's core values.
What We're Looking For
* Support and maintain the Operational Excellence strategy in line with business objectives.
* Promote a culture of continuous improvement and operational excellence across assigned vessels.
* Develop and maintain QHSE BMS documentation in line with ISO 9001, ISO 14001, ISO 45001, and industry guidance including IMCA and GOMO.
* Ensure ongoing compliance with ISM, ISPS, and IMO requirements, including DOC and Safety Management Certificates.
* Develop and deliver annual QHSE plans and KPIs, monitoring performance and driving accountability for improvement.
* Provide clear and structured QHSE performance reporting to vessel owners in line with agreed reporting frameworks.
* Maintain and administer BASSnet SAFIR, COMET Investigation and RCA tools, and other supporting risk management systems.
* Lead incident investigations and root cause analysis, presenting outcomes at the Event Learning Panel.
* Manage internal and external assurance and verification programmes, ensuring timely closure of actions.
* Deliver risk management activities in line with the Risk and Opportunities Management manual.
* Maintain the business risk and opportunities register in collaboration with leadership and department heads.
* Manage emergency response arrangements and act as a member of the Emergency Response Team.
* Support vendor and supplier approval, management, and performance monitoring processes.
* Coach and mentor QHSE team members to support development and delivery of QHSE requirements.
* Provide visible leadership offshore through site visits, inspections, and verification audits.
* Drive active safety leadership across the business, ensuring consistent use of safety tools and standards.
* Represent the company internally and externally, building effective relationships with clients, suppliers, and authorities.
* Support the Leadership Team with specific initiatives aligned to operational excellence and long-term strategy.
* Undertake any other reasonable duties as required by the line manager.
Skills & Background We're Looking For:
* Demonstrated experience providing QHSE guidance within marine, ship management, and offshore operational environments.
* NEBOSH Diploma or an equivalent recognised qualification in Occupational Health and Safety.
* Qualified Lead Auditor with experience across ISO and ISM standards.
* Strong working knowledge of maritime regulatory frameworks and compliance requirements.
* Proven people management and interpersonal skills, including leading diverse teams.
* Competent in the use of Microsoft Office applications.
