Northern Regional College is seeking a skilled Procurement & Accounts Payable Manager to lead our procurement and accounts payable functions. This is a high-impact role managing purchasing, contracts, and financial compliance, while ensuring the College achieves best value for money across all procurement activity.

Key Responsibilities
* Manage the Agresso purchase ledger and oversee all College purchasing.
* Lead on procurement activities, including tenders, quotations, contracts, and procurement strategy.
* Ensure compliance with Northern Ireland Public Procurement Policy (NIPPP) and EU regulations.
* Provide advice, guidance, and training to staff on procurement best practice.
* Maintain and review procurement policies and operational procedures.
* Represent the College on the NI Purchasing Officers' Network (NIPON).
* Oversee contract management processes and resolve disputes where required.
* Line manage the Procurement & Accounts team, ensuring effective operations and continuous improvement.
* Support audits, financial reporting, and process reviews.
Essential Criteria
* Qualified route:
Full membership of the Chartered Institute of Procurement & Supply (MCIPS).
* Non-qualified route:
Degree in a Business-related discipline.
* Minimum of 3 years' professional experience in procurement within a large, complex organisation, including public sector procurement, with at least 3 of the following:
* Annual procurement planning
* Tender preparation (NIPPP-compliant)
* EU tender evaluations
* Contract register management
* Managing contract disputes
* Minimum of 2 years' experience using a web-based procurement system with integrated approvals.
* Proficiency in Microsoft Office tools.
* Experience managing a team.
* GCSE English & Maths (grades A–C or equivalent).
* Access to suitable transport for business purposes.
Desirable Criteria
* At least 5 years' public sector procurement experience with NIPPP and EU regulations.
