Job Overview
The Director of Infrastructure Development and Site Services will lead strategic planning, project delivery and stakeholder engagement for a portfolio of infrastructure projects, including the new Emergency Department, additional Urgent Treatment Centre and the implementation of an Electronic Patient Record system. The role is instrumental in advancing UHP’s infrastructure strategy and ensuring benefit delivery across the Trust.
Responsibilities
* Lead the development and delivery of complex estate and capital projects, ensuring alignment with clinical and integrated care strategies.
* Provide governance and oversight for the delivery of the Trust’s capital programme, managing risks and safeguarding benefits.
* Advising on commercial contracting arrangements and leading negotiations with contractors, consultants, local authorities and external partners.
* Drive sustainability, environmental standards and Building Information Modelling across design, construction and operation phases.
* Support the creation of business cases and capital plans, and manage the full financial lifecycle of projects.
* Establish and maintain effective partnerships with stakeholders, including senior managers, technical teams and external agencies.
* Champion continuous improvement and transformational change, demonstrating a track record of large‑scale programme management.
Qualifications & Experience
* Senior management experience with responsibility for Estates & Facilities services or capital delivery in a healthcare or comparable setting.
* Strong understanding of NHS health‑care dynamics, policies, and priorities.
* Proven capability in entrepreneurial leadership, performance improvement, board‑level influence and large‑budget management.
* Experience negotiating large service contracts, best‑value, and market‑testing programmes.
* Expertise in estates, facilities, and engineering within the NHS setting, with knowledge of capital investment regulations.
* Demonstrated success in leading multidisciplinary teams and fostering effective stakeholder relations.
* Sound financial management knowledge, contract management, and governance frameworks.
* Expertise in managing transformational projects and continuous improvement methods.
Education & Professional Credentials
* Chartered membership of a relevant professional organisation.
* Master’s degree (MSc) in Engineering, Science & Technology, Building, Surveying, Architecture, Estate or Facilities Management, or equivalent experience.
* Evidence of continuous professional development and relevant chartered registration.
* Management Systems Professional (MSP) qualification and experience delivering service transformation programmes involving estate changes.
* Better Business Case Foundation or Practitioner qualification.
