About The Team
Within Warwickshire County Council, our Policy, Projects & Assurance team manage highway policy and strategy, health and safety, environmental strategy, procurement, highway depots, financial and contractual requirements that County Highways are required to fulfil and legal, service and compliance obligations for the provision of highway services.
About The Role
We are seeking a passionate, motivated and proactive individual to join County Highways on a one‑year secondment. This is an exciting opportunity to help shape and promote our evolving programme of work at a time of significant change and innovation across the service.
With new policies, strategies and initiatives emerging—ranging from Artificial Intelligence and Carbon Net Zero to wildflower planting, EV charging infrastructure, and highway filming permits—you’ll play a key role in supporting the development of a modern, forward‑thinking Highways service.
Responsibilities
* Provide high‑quality technical and specialist advice to senior managers, elected Members, customers, stakeholders, and service partners across all areas of County Highways.
* Act as the first point of contact for all enquiries relating to County Highways policies, procedures, standards, and national requirements.
* Communicate effectively with a wide range of internal and external audiences, including Government Departments, regional agencies, elected Members, and senior leaders.
* Support the development, implementation and oversight of highway policy and strategy in line with statutory obligations and the Council’s responsibilities as the highway authority.
* Contribute to ensuring the service operates safely, efficiently, and in full control of risks and emerging issues.
Qualifications
* Excellent communication skills both written and verbal, with the confidence to engage with senior stakeholders and represent County Highways professionally.
* Strong analytical and problem‑solving abilities, with the capacity to understand and explain technical highway matters.
* An organised and proactive approach, with the ability to work flexibly across multiple workstreams.
* A genuine interest in shaping the future of our highways service and supporting the delivery of innovative projects and policies.
* You’ll need a good highway maintenance background; be able to demonstrate a sound knowledge of relevant service specific highway legislation (including any relevant codes of practice relating to highways).
* Be able to support the development and implementation of strategies, policies and procedures aimed at the efficient and effective delivery of the service.
* Provide advice to those engaged in activities such as budgetary and financial planning, litigation, legislation, and health and safety.
* Support the development of the organisation’s strategic plans, including the creative use of information and communications technology.
* Represent the Council at internal and external meetings, groups and partnerships, ensuring that the Council priorities and ambitions are represented.
