About the Role
Sheffield City Council is seeking a proactive and experienced Commissioning Officer to support the delivery of the Yorkshire and Humber International Recruitment (YHIR) Project. This fixed-term post, running until July 2026, will play a key role in developing and embedding a regional model for ethical international recruitment across Sheffield and South Yorkshire.
This is an exciting opportunity to contribute to a high-profile initiative that supports displaced international care workers and strengthens the adult social care workforce.
Key Responsibilities
1. Lead and coordinate project activity to support the development and delivery of the international recruitment model across South Yorkshire.
2. Collaborate closely with the Workforce Development Manager and the ADASS programme team to design and implement support mechanisms for displaced international care workers.
3. Build and maintain strong relationships with care providers to promote ethical, sustainable recruitment practices and ensure alignment with national guidance.
4. Support local authorities across South Yorkshire in shaping and implementing the regional recruitment model, ensuring consistency and shared learning.
5. Monitor, evaluate, and report on project progress, outcomes, and risks to senior leadership teams (SLT/DLT) and regional stakeholders.
6. Contribute to strategic planning and policy development related to international recruitment and long-term workforce sustainability.
7. Undertake additional duties as required to ensure the successful delivery of the project.
About You
8. Experience in commissioning, project management, or service development, ideally within health or social care.
9. A strong understanding of local government and commissioning processes.
10. Excellent communication, negotiation, and stakeholder engagement skills.
11. The ability to manage complex workloads and deliver results to tight deadlines.
12. Confidence in using IT tools for analysis, reporting, and presentation.
13. A creative and solution-focused approach to problem-solving.
