Job Details

You’ll lead a dynamic team, supporting the development of digital skills across the organisation, with a particular focus on nurturing and developing less experienced officers and trainees.

We are ambitious for Fife, both for our communities and our workforce of around 18,500 employees. We recognise that being a digital Council can help us deliver greater opportunities for all aspects of the services and our aspiration is to have a digitally inclusive Fife.

Our employees are our greatest asset, and if we are to succeed in meeting our vision of a confident, successful, and fairer Fife, we need to develop a digital and data skilled workforce who are confident to work in new ways and who have the necessary skills.

The purpose of this role is to provide strategic leadership in digital skills and learning across Fife Council, with a particular focus on championing digital transformation, digital leadership and leading the Digital Champions programme. As DSLT Lead Officer, you will not only drive the development and delivery of innovative training and learning initiatives but also play a pivotal role in mentoring and developing your team and the wider network of Digital Champions.

You will be responsible for steering collaborative project work and offering expert consultancy to meet Corporate and Directorate priorities in digital skills, learning, digital optimisation, and transformation. Central to your role is the empowerment and professional growth of less experienced officers, trainees, and Digital Champions, providing coaching, guidance, and support to help them reach their full potential and become effective advocates for digital change.

Your leadership will foster a culture of continuous learning, collaboration, and excellence. You will design, deliver, and evaluate transformational training programmes and activities, including courses, webinars, bitesize/micro learning, and other creative solutions. From initial concept through to implementation and ongoing improvement. Through your mentoring and team development efforts, you will ensure that both individual services and the wider organisation benefit from enhanced digital capability and a strong, supportive learning environment.

Your main duties will include:

1. Lead and manage a team responsible for delivering digital skills and learning programmes across Fife Council.

2. Play a key role in developing less experienced officers and trainees, providing coaching, mentoring, and professional leadership to support their growth and confidence.

3. Set clear targets, organise workloads, and ensure the team delivers on agreed priorities.

4. Foster a collaborative and supportive team environment, encouraging knowledge sharing and continuous professional development.

5. Oversee the design, delivery, and evaluation of digital skills training, ensuring programmes meet the needs of both individuals and the wider organisation.

6. Work closely with partners and stakeholders to drive digital transformation and organisational development.

You’ll be expected to:

7. Provide regular feedback and support to team members, helping them achieve their potential.

8. Manage performance, attendance, and conduct, and support personal and team development.

9. Ensure all DSLT Officers and Advisers have the knowledge and resources to deliver high-quality training.

10. Contribute to the continuous improvement of digital skills offerings and learning strategies.
