Procurement & Contracts Manager

About the Role:
MPA Recruitment is proud to partner with the Northern Ireland Fire & Rescue Service in recruiting a Procurement & Contracts Manager. This key role supports the Senior Finance Business Partner in delivering a professional, efficient, and compliant procurement and contract management service across the organisation.
You will lead day-to-day procurement activity, manage supplier relationships, ensure compliance with legislation and best practice, and support strategic projects that contribute to NIFRS’s mission of protecting our community.
Key Responsibilities:
* Lead and oversee daily procurement and contract management operations across NIFRS.
* Develop and implement a three-year procurement strategy and annual procurement plans.
* Liaise with the Centre of Procurement Expertise (CoPE) and external partners, including BSO PaLS.
* Manage procurement governance, compliance, and contract renewals in line with NI Executive direction.
* Provide expert advice and support to internal stakeholders on procurement and contract management.
* Produce timely reports for Board, Executive, and Departmental consideration.
* Implement supplier performance management processes and monitor KPI outcomes.
* Support and mentor procurement staff, promoting best practice and continuous improvement.
* Deputise for the Assistant Accountant & Contracts Manager as required.
* Ensure the highest standards of probity, efficiency, and accountability within all procurement activity.
What We’re Looking For:
* Degree or equivalent qualification and current membership of the Chartered Institute of Procurement & Supply (MCIPS).
* At least 2 years’ relevant experience within a large complex organisation in at least two of the following:
o Contract management
o Operational procurement
o Application of procurement legislation, EU directives, and contract law
* Proven experience managing a team in a target-driven environment.
* Strong communication, negotiation, and stakeholder management skills.
* Excellent organisational ability with strong attention to detail.
* Full current driving licence or access to suitable transport.
