HS2, Britain’s new high-speed railway is at peak construction. Balfour Beatty VINCI is HS2’s construction partner in the Midlands, responsible for delivering 90km of the route, from Long Itchington in Warwickshire to the centre of Birmingham and on to Handsacre in Staffordshire.

Deputy Logistics Manager – Construction Team

Location: Based in Birmingham - the Central Region runs from the east of Birmingham into the city centre, comprising Sublot Delta, 1B, 4 and 5S. More than 50% of the structures within IPT Area North are located in the Central Region. This region, which covers a complex urban environment, also includes the 3.5 mile twin bore Bromford Tunnel. It also includes Interchange Station, as well as crossing three major highways (A45, M6 and M42).


Core

* Live the BBV Values and support delivery of all BBV Sustainability activities.
* Act as a positive role model, promoting collaboration, professionalism, and continuous improvement across logistics functions.


Health Safety & Environmental

* Promote and maintain a culture of openness, proactive reporting, and visible commitment to Health & Safety across SL4.
* Monitor and report performance against HSE targets and KPIs, ensuring alignment with project objectives.
* Carry out HS2 audits jointly with the HS2 Logistics Manager, ensuring findings are recorded, reviewed, and acted upon in line with project requirements.
* Support accident/incident investigations, review findings, and drive corrective actions.
* Support improvement initiatives with the supply chain to enhance safe systems of work.
* Assist the Plant and Logistics Manager in reviewing risks prior to periodic risk reviews or when changes occur, ensuring accurate updates are reflected in the Project Risk Register.
* Monitor the effectiveness of the HSE Management System and initiate changes when needed.
* Keep up to date with legislative changes and ensure updates are cascaded and understood within the logistics team.
* Suspend works when safety, environmental protection, or quality standards are not met.


Operational Logistics Management

* Lead day‑to‑day logistics operations across SL4 in alignment with programme requirements.
* Coordinate with Access Control Supervisors and Security Teams to maintain a secure, well controlled environment for all personnel and vehicle movements.
* Ensure CCTV coverage is routinely reviewed by the Security Team and assist in obtaining updates, upgrades or improvements where required.
* Oversee site access, traffic management, delivery routing, materials handling, laydown areas, Datascope, and logistics related enabling works.
* Monitor and update the Construction Logistics Plans (CLPs) for SL4 and SL1B, ensuring they remain current, compliant and aligned with operational needs.
* Maintain strong working relationships between logistics, construction delivery teams and the supply chain to ensure efficient site flow and minimised disruption.
* Update and amend lorry routes as required, ensuring compliance with Schedule 17 and maintaining collaborative working relationships with HS2 and Birmingham City Council (BCC).
* Liaise with the Environmental Team when route changes are required, ensuring environmental considerations are incorporated and relevant updates are reflected within Schedule 17 submissions or revisions.
* Review Access Control TIPS hours and approve entries within the system to ensure accuracy, compliance and proper workforce tracking.
* Identify training and development needs within the logistics team and provide mentoring, coaching and support.
* Promote a positive, collaborative working culture across SL4.


Quality

* Monitor logistics performance against quality related KPIs and take prompt action where improvements are required.
* Conduct logistics and access control focused site audits, ensuring findings are recorded, assigned, and closed out in a timely manner.
* Promote and implement a Right First-Time approach across all logistics activities, including access control, materials handling, delivery management, and site wide movement planning.
* Ensure logistics subcontractors and suppliers implement appropriate quality assurance and control measures aligned with project standards.
* Support the preparation, management, and submission of logistics related documentation required for assurance and handover.
* Contribute to working groups focused on improving logistics processes, site flow, and operational standards across SL4.
* Design and produce logistics KPI data and presentation slides for reporting to the Plant and Logistics Manager, with the Logistics Coordinator leading the compilation and preparation of the information.


Productivity & Cost Control

* Monitor logistics performance and report progress against programme requirements and KPIs.
* Prepare short- and medium-term logistics plans aligned with construction needs.
* Drive continuous improvement initiatives to enhance efficiency and site flow.
* Monitor logistics subcontractor performance and support corrective actions where required.
* Support weekly logistics cost reviews and identify opportunities for efficiencies.
* Assist in preparing logistics budget information for review by the Plant and Logistics Manager.
* Provide operational input to commercial teams on logistics risks, opportunities, and cost recovery items.
* Contribute to logistics related updates for the section risk schedule.


Qualifications – Core

* Strong understanding of safe systems of work and ability to ensure compliance across logistics activities.
* Demonstrated ability to take ownership of tasks and communicate outcomes clearly to colleagues and supervisors.
* Ability to work independently and identify opportunities for improvement within area of responsibility.
* Flexible approach with willingness to work occasional unsociable hours or nights when operationally required.
* Holds a current driving licence and CSCS card; must be SMSTS qualified (or willing to obtain within an agreed timeframe). Proven team player with the ability to support and guide junior staff.
* Strong communication skills with a solutions‑focused approach to issue resolution.
* Demonstrated behaviours aligned to project objectives, professionalism, and collaborative working.
* Willingness to contribute expertise to support project-wide initiatives and improvements.
* Carry out objective reviews, support development planning, and provide regular performance feedback for direct reports.


Qualifications – Health Safety & Environmental

* Good working knowledge of current H&S legislation and safe systems of work.
* Ability to review method statements and support others in preparing documentation.
* Understanding of incident/accident investigation principles.
* Proficient in applying company HSE systems and reporting processes.
* Demonstrates an innovative, proactive approach to improving safety performance.


Qualifications – Quality

* Understanding of quality assurance requirements and the importance of Right First Time delivery.
* Ability to support audits, inspections, and close out processes.
* Experience contributing to handover documentation or assurance processes.


Qualifications – Productivity

* Ability to analyse short term logistics plans and contribute operational insight.
* Experience working with subcontractors and using KPI information to support performance discussions.
* Able to adapt to changing site conditions while maintaining focus on programme requirements.


Qualifications – Cost Control

* Experience supporting cost tracking or providing information for budget reviews.
* Understanding of basic project commercial processes, including cost recovery and record keeping.
