The position will report to the contract lead cost controller and will work closely with project management, construction and wider project controls department. The role will have regular client interfacing, including interaction with client site and client cost and contracts team.
The Project is based in Aberdeen, with the project portfolio being St Fergus Aberdeenshire and Mossmorran, Fife, but operating flexible / hybrid working arrangements.
1. Responsible for identifying areas of best practise and driving continuous improvement within the Cost team
2. Role may be standalone on a project or as part of a team as determined by the requirements of the project organisation
3. Review and maintain Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS)
4. Liaise with other Project Controls disciplines and functions, assist and supporting the development of project budgets in accordance with the Basis of Estimate including statements of work scope, assumptions, man-hour estimates, narratives, and review & comment of client documents
5. Liaise with Planning discipline to ensure accurate and timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the schedules
6. Liaise with procurement, finance, and time-capture functions, and third parties as required, to ensure accurate and timely capture of procurement, materials, subcontract and labour manhour costs. Ensure costs are allocated accurately in accordance with approved project WBS
7. Liaise with engineering, procurement and construction functions, and others as required, to maintain awareness of project activities and their impact on the project budget, schedule, and cost forecast.
8. Manage the project / assignment work approval process in terms of accurate cost code allocation and initial budget set-up and approvals
9. Review and maintain project cost budgets using appropriate software applications
10. Monitor and control cost commitments and expenditures through all phases of project lifecycle
11. Liaise with project management, project planning, and others as required to ensure accuracy in project cost phasing and forecasting
12. Provide copies of project cost performance reports in accordance with project reporting requirements
13. Review and issue updates to project cost forecasts
14. Monitor and report on cost impact of project manpower forecasts
15. Coordinate development, review, and issue of project change orders / variations in accordance with engineering and construction change notifications
16. Assess, review, and communicate cost and schedule impact of change notifications
17. Monitor and review cost impact of achievement / non-achievement of major project milestones
18. Monitor and review overall project cost performance and contingency drawdown
19. Attend project / client periodic meetings and present project cost performance status as required
20. Facilitate / chair internal project cost performance meetings as required
21. Facilitate the project cost close-out process
22. Participate in cost & estimate risk analysis sessions as required
23. Participate and lead Project Controls Compliance and Continuous Improvement Reviews
24. Play an active role in the mentoring and career development of Cost personnel
25. Delegate and manage the work of subordinate project controls staff as required
26. Monitor and review overall project cost performance and contingency drawdown
Responsible for ensuring that:
27. Budgets correspond in structure and monetary value to submitted estimates, the WBS & CBS
28. Original and current budgets correspond to approved estimates plus approved scope changes through the project life cycle
29. Updates issued in a timely manner and cost reports are accurate within the bounds of the cost system
30. Projects are reported accurately and with sufficient detail
31. Project issues are highlighted in a timely manner
32. Project reports are issued in accordance with the contract reporting calendar
33. Scope and design development change orders are correctly identified
34. Change orders are tracked and correct submittal and approval dates are entered in tracking system
Qualifications:
35. ISCED level 6 (Bachelors) Degree in a relevant technical or business discipline (or equivalent gained through relevant vocational training and / or industry experience)
Knowledge, skills, and experience:
36. Incumbents will typically have a minimum5 years relevant cost experience
37. Excellent knowledge of cost software and related principles, tools and techniques including budgeting, forecasting and cash-flow
38. Excellent knowledge of Project Execution Procedures for Cost Management including Change Management
39. Excellent understanding of WBS & CBS structures and project reporting capabilities
40. Advanced ability to develop project cost budgets and change estimates
41. Advanced ability to prepare cost reports
42. Strong understanding of change management and associated cost and schedule processes
43. Strong understanding of earned value application, cost and schedule variance analyses / trending and what-if scenarios
44. Excellent understanding of project management principles and techniques
45. Strong understanding of Cost Management, Change Control, Planning& Risk Analysis& Management
46. Prior experience in a Senior Cost role.
