The Tournament Contested every four years, the UEFA European Championship has been showcasing the continent’s top talent since its inception in 1960 and is the world’s third largest sporting event. UEFA EURO 2028 is taking place across the UK & Ireland where Europe's top 24 national teams will compete in a 31-day, 51 match tournament, attended by over 3 million spectators and with a global tv audience of upwards of 2 billion people. As one of the world's largest and highest-profile sporting events, UEFA EURO 2028 will attract the attention of the sporting and major event communities, the media, and the public at large across the UK& Ireland, Europe and the World. With its unique hosting model, the event promises to spread the impacts and benefits of the tournament across the nations and communities of the UK and Ireland. The Organisation UK & Ireland 2028 Limited has been set up as a new company to locally deliver several UEFA requirements for the tournament, working closely with UEFA, 9 Host Stadiums, 8 Host Cities and other key stakeholders. The Role The Head of Mobility Planning will lead the development and delivery of an integrated, multi-modal mobility strategy for UEFA EURO 2028. This role ensures seamless coordination between international and intercity transport systems, aligning host city mobility plans with tournament-wide objectives. The role requires strong leadership, stakeholder management, and the ability to translate complex transport needs into operational excellence. What will you be doing? Lead the development of and oversee technical subject matter expert (SME) groups to ensure detailed planning and strategic coordination across all transport modes within ports of entry and intercity operations. Develop the corresponding operational plans in alignment with the overarching Mobility Concept and a wider operational documentation framework. Integrate SMEs into and support the development of an efficient mobility governance structure and delivery framework, ensuring alignment with the wider mobility team and host city planning, as well as the wider Local Organising Structure (LOS) and UEFA HQ. Collaborate with airports and key delivery partners to develop a detailed and cohesive airport strategy for EURO 2028. Work with stakeholders and subject matter experts to develop detailed operational plans for strategic ports across the UK and Ireland. Build and maintain effective relationships with senior representatives from delivery partners, demonstrating strong influencing and stakeholder management skills. Line manage the mobility programme management function, ensuring the delivery of key milestones within agreed timelines, budgets, and quality standards, and ensuring alignment with the UK&I PMO team. Identify, manage and communicate strategic risks, ensuring appropriate mitigation and escalation. Contribute to the development of strategic, operational, and business planning documentation, including necessary reporting materials. Fulfil reporting requirements to senior management within the LOS and UEFA HQ on all aspects of the transport operation, as required. Champion the Mobility Strategic Objectives for EURO 2028, ensuring they are embedded across all planning and delivery activities. Undertake additional tasks as required, in response to evolving project priorities and operational needs. Comply with all company policies and procedures to maintain high standards of health, safety, and wellbeing. What are we looking for? Proven experience in integrated mobility and transport operations for major events, preferably within a sporting context.Excellent strategic influencing and negotiation skills. Proven ability to build and maintain positive working relationships with key strategic stakeholders within a complex environment, including government bodies, transport operators and other delivery partners. Experience working in a fast-paced, evolving environment, with the ability to support team growth and adapt to changing priorities and organisational structures. Proven experience managing multidisciplinary teams, including varied areas of technical specialisation. Strong technical and analytical capability, with the ability to lead the development of detailed operational plans informed by robust data and analysis. Excellent communication and presentation skills, with the ability to convey technical concepts clearly. Demonstrates resilience and maintains a constructive outlook during periods of change. Collaborative and approachable team player. Advanced skills in Microsoft Office, Excel, Powerpoint and Project Management tools. Project Management qualification – Prince II or equivalent is advantageous. Why apply? Where is the role based? Our head office is based at the iconic Wembley Stadium in London, however depending on your role you may be required to travel across the UK and Ireland to our 9 Stadiums and 8 Host Cities, with some roles being based in those locations. As an event delivery organisation, it’s important that we have regular time together in the office and currently employees come together at least 2 days a week at HQ in Wembley, with the number of days in HQ increasing as the project develops with a minimum of 3-4 days needed in 2026-2027 and full time in the year of 2028.
