Job Summary

The Assistance Head Technology Enhanced Learning (AH TEL) is a Grade 7 role which sits within the Senior Leadership Team (SLT) and reports directly to the Head of Learning Capability and Development Group (Hd LCaD Gp).

The role holder will be a Technology Enhanced Learning (TEL) SME responsible for leading on the provision of strategic direction and operational oversight of digital and blended learning delivery at the Defence Academy which includes leadership, consultancy, engagement, coherence and prioritisation.

The role holder will lead the Technology Enhanced Learning (TEL) team in delivering its core outputs and cohere Defence Academy digital delivery outputs and new requirements. They will create an effective, motivated department bringing together all delivery teams within TEL, which could include the oversight and management of medium-term contract staff and delivery of online learning content output via third parties. The role currently has four direct civil service staff reporting to it, and is countersigning officer for 9 x civil service staff and 2RO for 1 x RAF SO2.

This position also acts as the lead Budget Holder supporting LCAD Gp staff as part of its SLT duties.

This position is advertised at 37 hours per week.

Job Description

Objective 1 - Team Leadership: Provide operational leadership of TEL through effective and efficient line management, meeting reporting and policy requirements in a timely way.

This role has 4 direct reports and 9 countersigning roles plus 1 x RAF SO2. There is also the requirement to manage contract staff.

Objective 2 - SLT Leadership: As a member of the LCaD Gp SLT you will provide strategic direction with the following responsibilities:


* Provide TEL SME advice and guidance supporting the chain of command
* Remain current on wider Defence issues allowing you to make accurate strategic direction and informed decision-making
* Manage and resource TEL delivery contracts
* Provide interim cover for counterpart OF5 in their absence - acting as a POC
* Act as lead budget holder, cohering the team leaders’ AP requirements and ensuring that the procurement tracker is monitored and maintained. Delegating where required.

Objective 3 – TEL Engagement: Lead in the provision and guidance of digital compliance and assurance of content to include:

* Prioritisation of TEL tasks, ensuring that directed activities are met and aligned within current resources, this may include providing MVPs as an interim measure to align to delivery outcomes and spending constraints. This can include the oversight and routine management of contracted-out delivery via 3rd party partners.
* Cohere Defence Academy Schools and Groups to provide standardised digital outputs to align with:
* Defence Academy 2* direction
* A build once, use many times methodology
* Adult Learning concepts
* JPME outputs and Focus
* SME owned/endorsed content
* Provide advice and consultancy to schools and groups, as well as content support for Tier 1-2 DLE outputs while supporting standardised direction to the 1* community.
* Engage with content owners and TRA to ensure that content is high quality, accurate and in line with Defence direction.
* Digital content should be developed and aligned to a high standard and be capable of being adapted for different context within different delivery units.
* Provide oversight and guidance on digital compliance and assurance of content.
* Engage with wider StratCom TEL colleagues - sharing best practice, advice and guidance with a view to influencing the creation of a Defence-recognised TEL trade stream within StratCom, collaboratively developing functional competencies, working practices and TEL output standards.

Objective 4 – Continuous Professional Development (CPD): Undertake CPD and horizon scanning to identify new ways of working and changes to delivery outcomes, engaging with:

* International partners
* Internal projects: Astra, Castle and Selbourne
* Other government departments
* External suppliers and companies

Person specification

Essential - This Role Requires

* The ability to lead and innovate change within the hybrid learning space, utilising a wide variety of digital systems to ensure learning at the Defence Academy is of the highest global standard.
* Proven visual design track record to review and approve final output.
* A good understanding of eLearning tools and technologies including design principles such as WCAG 2.2 to ensure that content is aligned with best practice and quality assurance
* The ability to provide strategic and operational leadership to digital training and design, cohering a diverse organisation to a single deliver outcome model
* A background in Training and Education
* Line management experience

The incumbent should be confident in communicating and liaising with personnel across the Defence Academy, and stakeholders. This may take the form of analysing detailed customer requirements, consulting, and making clear, evidence-based decisions for course design. These communications will occur across a range of means, including face-to-face meetings, email communication, online collaboration through Skype and/or Microsoft Teams, webinars, and written reports/plans.
