Location: Cheltenham, Gloucestershire (hybrid working)

The PPMO Manager provides leadership, direction, and strategic oversight for all PMO services across Steam IS. This role is accountable for portfolio governance, programme assurance, planning standards, resource management, risk and controls, and the consistent application of project delivery frameworks.

The role ensures high‑quality delivery across major programmes (including Zenith), business‑critical projects, and the BAU portfolio, while partnering closely with senior leadership to enable informed decision‑making and delivery confidence.

The ideal candidate will be technically experienced, a strong people manager who is flexible, proactive and resilient whilst ensuring a focus on balancing commercial need against delivery frameworks. You should have experience of working autonomously in ambiguity and across complex global environments.

There is a requirement for this role to be based in our Cheltenham office(s) 2 -3 days per week.


Your Responsibilities

* Shape, refine and mature PMO processes, methods, standards and tools across Steam IS, ensuring continuous improvement and alignment to best practice
* Ensure transparent, accurate and timely portfolio reporting, including dashboards, KPIs and status packs, enabling effective decision making at senior levels
* Drive improvements in reporting and planning tooling, enhancing data quality, efficiency and insight
* Monitor and support RAID management, ensuring risks, issues and dependencies are captured, assessed, escalated and mitigated consistently
* Support governance forums, including quality gates, steering committees and assurance reviews, ensuring documentation and data readiness
* Provide guidance and champion governance, planning, delivery controls and reporting expectations
* Maintain high‑quality portfolio data, ensuring consistent lifecycle management and adherence to Steam IS delivery standards
* Facilitate communication and alignment across delivery teams, ensuring visibility of priorities, dependencies, decisions and wider impacts
* Support capability uplift across PMO and project teams, including coaching, tools onboarding and promoting consistent standards
* Work with third‑party suppliers to ensure documentation, reporting inputs, RAID information and delivery outputs meet expected standards
* Prepare and coordinate audit and assurance evidence, ensuring high levels of readiness and compliance for internal and external reviews
* Ensure a high performing PMO team across a PMO Analyst, Project Managers and Portfolio Lead – ensuring clear objectives are in place, clear and regular feedback, structured development and progression plans and acting as a first line escalation for any blockers to team delivery


Requirements

* Extensive PMO leadership experience operating in complex, multi‑programme environments
* Proven track record shaping and maturing PMO capabilities at function level
* Experience influencing senior stakeholders and executives in global matrix structures
* Strong background in ERP / Digital / Transformation programme governance
* Expertise in portfolio governance, planning assurance, risk & controls and resource management
* Significant experience managing multi‑disciplinary teams and third‑party suppliers
* Mastery of portfolio and PMO tools (MS Office suite, MS Project, Power BI etc)
