Overall purpose of the role
Our Innovation and Quality (I&Q) business group comprises four functions: professional support and learning; quality; digital audit; and organisational improvement. I&Q ensures that the quality of audit work across Audit Scotland is outstanding, innovative and at the forefront of the profession, and helps fulfil the vision and strategic objectives of the Auditor General for Scotland and the Accounts Commission.
You will report to the Senior Data Analyst (Financial Audit & AI) and support the management of the Digital Audit team.
Audit Scotland is transforming the use of digital technology in our audit processes to analyse and present data more effectively and in how we support our audit teams to deliver high quality audit. This contributes to our vision that public money is well spent to meet the needs of Scotland’s people.
Our Digital Audit Team works across the organisation to deliver the bespoke tools, analysis, support, and specialist skills that we need to support public audit in Scotland. We help deliver the resources that auditors use to question, explore, and communicate how public bodies are spending money and delivering their services across Scotland.
As part of the Digital Audit team, you will be responsible for supporting our financial audit teams to deliver our audits efficiently and in line with auditing and quality standards. You will provide expert knowledge on financial and business systems, data, information flows, financial reporting, and developing supporting tools and guidance. A key part of your role will be to support teams to extract, validate and analyse financial data in our suite of analytics tools such as Asc.
You will support and inform the delivery of products involving data analysis, predictive insights, and specialised process automation. This will involve working directly with a variety of audit and technical staff to refine requirements, prototype solutions, and to research and evaluate new approaches for financial audit.
You will play a key role in engaging with auditors and our Digital audit champions and translating their requirements into useful analysis, tools and guidance. Ensuring we get constant feedback from auditors to help improve the tools, guidance and training that we provide.
The analysis and tools that the Digital Audit Team develop and deliver will enhance our auditors understanding of financial data and different policy areas within the Scottish public sector, and the wider economy.
You will work across I&Q and wider Audit Scotland business groups as we continually modernise our audit approaches and supporting tools, guidance and training.
Working with colleagues in our partner public audit agencies, and across the public sector, you will develop new and innovative solutions that help us deliver to hold public bodies to account and help train others to get the best from these tools.
What you will be doing
You will assist colleagues across I&Q in designing and developing data analytics tools, guidance and training to support the delivery of our audit approaches.
Identifying and delivering new approaches and products
1. Defining and developing data products, analysis and data-led processes which support auditors to deliver our audit approaches efficiently, effectively and to a high standard. This includes identifying opportunities and facilitating information gathering sessions to inform our data-enabled audit approach, including areas of IT audit, and to advance our Audit Modernisation Project.
2. Define and develop our approach to data, supporting a repeatable and consistent method of data acquisition and transformation for both new and existing data analysis products, which support a data led audit approach. This includes identifying opportunities for new products and improved processes.
3. Support audit modernisation by identifying and prototyping new tools and techniques within the context of our audit approach refresh and recognised auditing standards. In doing so, ensuring that tools are easy to use and appropriate support is in place.
4. Identifying stakeholders, translating requirements, and prioritising data projects, working with colleagues to anticipate likely needs and find pragmatic solutions.
5. Research new approaches to, and analyses of data and assess their use in support of our overall audit approach.
6. Collaborating and engaging with the data analytics teams in other UK audit agencies on specific projects.
7. Promote and embed an innovative and supportive culture where team members and auditors are empowered to try out new ideas and provide respectful challenge.
Building data products and solutions
8. Delivering data solutions to fulfil audit needs, including both new and existing tools and helping to develop, deliver, and explain tools and analysis.
9. Leading and coordinating requirements-gathering, working with audit teams to discover their needs, identifying process inefficiencies, and using your own initiative to anticipate useful outputs.
10. Identifying and promoting improvements to how we acquire, import, store, manage, and use datasets for audit purposes.
11. Working closely with colleagues across the organisation, including audit teams and the Digital Services Team to research and understand our future requirements and deliver data products and supporting guidance that complement existing activities and approaches.
12. Supporting the planning prioritising and delivery of the financial audit work programme of the digital audit team, alongside relevant stakeholders across the business groups.
Ensuring service delivery and continuity
13. Responding to technical queries promptly
14. Coordinating and managing the ingest of financial data from audited bodies securely and efficiently and working with audit teams (and finance teams) to resolve any issues with the data.
Building a digital and data-literate organisation
15. Delivering training to audit teams and developing guidance on data and data enabled products such as Asc (our general ledger analysis tool).
16. Developing and delivering training and guidance with I&Q colleagues on understanding data and information flows, IT systems and controls.
17. Mentoring and coaching other staff in the use of data analysis tools and techniques.
18. Working with data analytics groups around the business to disseminate, support, and encourage data-literate solutions.
19. Coordinating and coaching the Audit Services Group Digital Audit Champions, supporting their development of technical skills.
20. Establishing and developing productive professional relationships with colleagues in I&Q, other business groups as well as external stakeholders (including other audit agencies) and proactively use stakeholder networks to add value to our work and reputation.
21. Keep skills up to date, and communicate industry developments and their relevance for Audit Scotland to colleagues at all levels in the organisation
22. Provide technical information and data application demonstrations internally and externally as required.
23. Designing and delivering data analytics training and supporting Managers to design and deliver a professional learning programme on our audit approaches and methodologies.
Team management
24. Supporting the management of the digital audit team (analytics) by supporting the delivery of projects, including those delivered by other team members where appropriate. This will include overseeing the work of our Modern Apprentice as appropriate.
25. Supporting the continued professional development of the wider Digital Audit Team. This includes providing technical coaching and advice where appropriate.
26. Working with managers across I&Q to deliver an inclusive, collaborative, supportive, innovative and respectful team culture.
Knowledge and experience
You will be educated to degree level or have demonstrable relevant experience. You will preferably have postgraduate training / qualification in a relevant data analysis discipline.
You may also come from a financial services, accounting or audit background and have an interest and skills in data analysis techniques.
You will have significant experience of working in a data analyst / data scientist role (or similar). You will have significant experience of developing and delivering data analysis products across a variety of areas, using different techniques. You will have practical experience in producing and delivering supporting guidance and training.
Self-aware in your own abilities, you can plan and manage your own work to time and quality. You know how to work seamlessly within a team to bring out the best in your colleagues.
