Role Title: Director - Prudential Regulation Legal Counsel

What will you be doing:
• Legal adviser on UK and EU prudential regulation, particularly regulatory capital, liquidity and related requirements. The role will provide day-today support to the Group-wide Barclays Group Finance, Risk and Treasury functions in relation to the interpretation and implementation of prudential requirements and regulatory expectations and interaction with external stakeholders, including regulators, industry peers and counterparties.
• An important element of this role will be interfacing with key peer stakeholders in the first and second lines, and supporting colleagues across the Legal function, including the US team, in relation to prudential regulatory issues.
• Providing technical prudential regulation legal expertise to Finance, Treasury and relevant business areas in connection with the determination and management of Barclays' regulatory capital and liquidity positions, in the course of business as usual, strategic transactions, advocacy and regulatory change projects.
• Act as coverage lawyer for prudential regulation laws, rules and regulations (LRRs), including horizon-scanning and supporting the internal control environment for compliance with LRRs.
• Take a key role within the GCTL Team as Legal Business Partner to Barclays Finance, Risk and Treasury in relation to UK and EU prudential regulation, including:
o regulatory capital, liquidity and related requirements;
o prudential reporting and disclosure;
o recovery, resolution and resolvability; and
o operational continuity and resilience.
• Assume primary responsibility for advising on UK and EU prudential regulation legal matters and LRRs. Working closely with colleagues elsewhere in Legal in ensuring continuous and comprehensive Legal coverage of the same.
• Advise and support the Barclays Finance, Risk and Treasury functions in the interpretation and application of laws, guidance and regulatory expectations concerning regulatory capital, liquidity and related requirements, in connection with business as usual matters, internal funding transactions and strategic transactions.
• Advise and support Barclays Finance, Risk, Regulatory Relations and other relevant stakeholders in engaging with the Prudential Regulation Authority, the Bank of England, the Central Bank of Ireland and other regulators, including in relation to Skilled Person reviews and similar projects.
• Advise internal stakeholders on regulatory change projects, including UK and EU implementation of Basel 3.1.
• Support and advise Barclays Recovery and Resolution team in meeting the requirements of the Bank of England's resolution regime, including maintenance and updating of Barclays recovery and resolution plans and implementation of the Resolvability Assessment Framework.
• Work alongside other internal stakeholders to develop and provide bank-wide input into trade association and related initiatives relating to prudential regulation issues.
• Instruct and manage Barclays relationship with external counsel across multiple jurisdictions, reviewing advice and legal opinions and liaising with internal stakeholders in relation thereto. In all cases manage provision of external legal support where required. Proactively manage legal spend, maintaining a focus on ensuring a high-quality service is delivered with the commercials of the organisation in mind.
• Attend and represent Legal at relevant internal governance committees and support more senior lawyers in doing the same.
• Ensure senior stakeholders in Legal are appropriately sighted and briefed on relevant matters.
• Drive improvements to internal governance processes, controls and procedures in connection with prudential regulation matters.
• Proactively horizon-scan and inform stakeholders of relevant legal developments.
• Actively support relevant knowledge capture and the creation of creating, collating, and distributing know-how, policies and business guides.
What we're looking for:
• Qualified UK Lawyer (Solicitor, barrister or equivalent).
• Deep knowledge of UK and EU prudential regulation, including the UK and EU Capital Requirements Regulations, the PRA Rulebook, the Banking Act 2009, the Capital Requirements Directive, the Bank Recovery and Resolution Directive, the Banking Act 2009, the Bank Recovery and Resolution Directive and the Bank of England's Resolvability Assessment Framework (RAF), as well as associated technical standards and regulatory guidance.
• Strong technical legal skills and academic background.
• Comfortable with and used to working to tight deadlines and on multiple matters concurrently.
