Overview
The Submarine Delivery Agency (SDA) is a part of the Ministry of Defence responsible for the procurement, in-service support, and disposal of the UK's nuclear submarines. Our work is of strategic importance nationally and internationally, ensuring the security of the UK's continuous at-sea nuclear deterrent (CASD) and delivering technically complex programmes in defence. This role sits within the In Service Submarine Team (ISM). The ESO SE post manages the Whole Submarine Safety & Environmental Section (DAWS) within ISM to ensure timely and effective support to the Submarine Fleet and to contribute to the Submarine Support Management Programme (SSMP) and ISM Engineering and Safety Plans. Working within ISM, the post holder is the Engineering System Owner and Subject Matter Expert for Platform and Platform Systems ISM-PCE-DepHd (as Platform Authority) and acts as secretary for the Platform Systems Safety Committee (PSSC).
Responsibilities
* Manage and deliver the Safety Management System and arrangements for managing safety risk through the fleet lifecycle, communicating nuclear and platform safety risks to the Duty Holders (ODH, DDH and SDH).
* Produce, manage, maintain and deliver the Platform Safety Cases and manage interfaces with all supporting safety cases.
* Oversee safety case management, safety management and safety/nuclear risks for Laid-Up Submarines under the current SDDI MOU, and maintain ISM as the maintenance authority for submarines in lay-up awaiting defuel and disposal.
* Manage safety case management, safety management and safety/nuclear risks for all in-service submarines in the ASTUTE and VANGUARD Classes (including platforms in DMP).
* Provide assurance to the Platform Authority (PA) that safety arrangements and documentation transferred from build into In-Service are fit for purpose.
* Provide safety oversight to all platform design changes ensuring whole-boat safety and interfaces to key systems are assessed and maintained to design intent.
* Ensure materials taken onto platforms are approved in accordance with NATG and ISM processes, including those from NP and TSPTs.
* Lead the Safety Management System and safety risk management activities, supporting the PA/PCE in communicating risks to the relevant Duty Holders.
Qualifications and Skills
Essential:
* Chartered or Incorporated Engineer or equivalent professional registration; member of a relevant Professional Engineering/Science Institute or equivalent body.
* Relevant Level 6 (or higher) qualification or equivalent experience.
* Extensive experience in system safety policy and system safety management tools and processes; experience defining a safety management system and governance.
* Ability to lead an Acquisition Safety Team undertaking high risk and high consequence activities.
* Solid understanding of MOD safety management arrangements and experience with MOD shipping or equivalent maritime engineering leadership roles.
* Working knowledge of submarine systems, regulatory frameworks in MOD/maritime/nuclear sectors, and OME and key hazard certification.
* Strong data interpretation, stakeholder engagement, and written/verbal communication skills; collaborative team approach.
Desirable:
* At least 2 years’ experience in a Defence or civil nuclear programme.
* NIC (Nuclear Introductory Course) or equivalent experience; NSCMC/ND825 Safety Case methodologies; SEMT.
* Understanding of MOD submarine regulation requirements.
Additional Information

This role requires security checks and compliance with MOD safeguarding policies. The post is onsite interview based; travel expenses for interviews are not reimbursed. The Department may review pay-related allowances and relocation expenses are not offered. Salary and Benefits: £62,900 salary with £18,222 towards the Civil Service Defined Benefit Pension scheme.
