Commercial Lead – Construction - To support Owners Scope Procurement

GBN’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in July 2023. SMRs can potentially be quicker to deploy and less expensive to build than traditional nuclear power plants because they are smaller, have factory based modular manufacturing, and more flexible deployment options.

Overview: The GBN Commercial directorate is focused on supporting the multi-billion pound procurement of Small Modular Reactor Project Partners, including a Delivery Partner, Civils Engineering Partners for Ancillary Works and Balance of Plant, Civils Engineering Design Partners, and other ancillary procurements necessary to deliver an SMR Power Station.
Role: Commercial Lead – Owners Scope Procurement
Reporting to: The Commercial Lead will sit within GBN’s Commercial Directorate and report the Senior Commercial Lead responsible for overseeing the Owners Scope Procurement.
The ideal candidate will be self – motivated and have experienced in supporting commercial activity to large scale construction and engineering programmes. Team working and collaboration will be key to delivering this role.
Role overview: GBN are looking for an interim Commercial Lead to support the development of the procurement and commercial contracting strategy for the Civils Engineering and Civils Construction element of its SMR Programme. These procurements will be fundamental to delivering the SMR Projects. Spanning an estimated 10 – 12 year term, the aggregate value of the collective procurements will be in excess of £1bn.
The Commercial Lead will be responsible for working with key stakeholders to identify an appropriate packaging, sourcing and commercial strategy for delivering this vast scope of capability. We are looking for an individual with experience in developing commercial and financial models to incentivise performance in a large scale multi-disciplinary civils engineering programme. Experience in Public Sector Procurement is seen as highly desirable.
Knowledge, skills and experience:
Essential:
* Experience in supporting the development and delivery of procurement and commercial strategy in civil and engineering projects and programmes.
* Experience and expertise in NEC suite of contracts, including drafting and negotiation
* Proven understanding of procurement processes, contract law, contract performance measurement, risk management, change management and financial management principles
* IT proficiency with common office software packages as well as commercial systems
* Experience of working in a challenging, fast paced environment, managing competing priorities and delivering to tight deadlines.
* Experience of working within Public Sector Procurements (PCR and Procurement Act)
* CIPS/IACCM/RICS qualification is desirable but not essential
* Highly developed commercial skills and ability to make sound decisions on high financial value matters.
