Job Description
Engineering & Technical Support
1. Conduct and support engineering evaluations, inspections, risk assessments, and safety reviews for dams and water retention facilities.
2. Assist in the development and maintenance of Emergency Action Plans (EAPs), O&M plans, and other safety-related documentation.
3. Support the preparation of technical specifications, engineering reports, and design documents for dam rehabilitation, repair, and improvement projects.
4. Contribute to feasibility studies, hydrologic and hydraulic evaluations, and failure mode analyses.
Regulatory & Compliance Activities
5. Monitor changing regulatory requirements and ensure all dam safety activities comply with state and federal standards.
6. Coordinate with regulatory agencies such as PA DEP Dam Safety on inspections, reporting, and permitting activities.
7. Assist with internal and external audits related to dam safety compliance.
8. Document findings and communicate technical results to senior engineering staff and leadership.
Project Coordination & Field Work
9. Participate in routine and special inspections of dam facilities.
10. Support on-site construction oversight, contractor coordination, and documentation for dam-related projects.
11. Collaborate with local officials, consultants, vendors, and operations personnel during field assessments.
12. Assist in emergency response activities when triggered by weather events or inspection findings.

The Successful Applicant
Education & Licensing
13. Bachelor's degree in Civil Engineering, Water Resources Engineering, or a closely related discipline.
14. Engineer-in-Training (EIT) preferred; Professional Engineer ( license in PA is a plus or must be obtained within a designated timeframe.
15. Valid Pennsylvania driver's license.
Experience
16. 3-7+ years of experience in civil engineering, ideally related to dams, water resources, or geotechnical infrastructure.
17. Experience with dam inspections, hydrologic/hydraulic analysis, or structural assessment is strongly preferred.
Skills & Competencies
18. Strong understanding of dam safety principles, water retention structures, and regulatory standards.
19. Knowledge of H&H modeling software (, HEC‑RAS, HEC‑HMS) is a plus.
20. Excellent analytical, problem-solving, and technical writing skills.
21. Ability to work effectively in both office and field environments.
22. Strong interpersonal skills; able to collaborate across engineering, operations, and regulatory teams.
23. Ability to manage tasks with efficiency, accuracy, and attention to detail.
