About the role

As the Procurement Manager, you will play a key role in the day-to-day direction and administration of the Procurement Department, ensuring that the company’s financial interests are best served. Acting as the interface between purchasing at the site level & the Senior Management Team, ensuring all issues are reported and acted upon. The Procurement Manager will be based at the Head office in Dalry but will need to attend the Glasgow office and live sites when required.

Key roles and responsibilities include;

* Promoting best practice and supporting the business with the purchase of materials & hiring of plant/accommodation, per authority levels & any relevant initiatives.
* Provision of support and direction to purchasing & technical staff to ensure that commercial opportunities are optimised, and the company’s position is always suitably protected.
* Manage and monitor all purchasing against preset or tender budgets and report on progress monthly, identifying any issues as and when they arise.
* Promote better buying using alternative product options and selection, engaging with the delivery team where appropriate for acceptance and approval of any alternatives.
* Build and extend rebate agreements across all areas of the Supply Chain to benefit the business.
* Maintain a library of rebate agreements and communicate to the relevant areas of the business to ensure best value is captured where it lies within business control.
* Effective application of/adherence to agreed purchasing procedures/policies (including ISO9001 & 14001) following Purchasing Agreements where applicable, resulting in timely and robust packages.
* Provision of feedback/reports to the Commercial Director/Project Team for projects under his/her control, as to progress of procurement and results against buying allowances.
* Active participation in team meetings, end of contract reviews, supplier performance reviews, site visits and promotion of a robust cost & supplier database.
* Assisting in the process of timely and accurate scheduling of orders and materials in accordance with site requirements, procurement tracker/programme, enabling orders to be placed on time.
* Providing effective market intelligence to the Commercial Director /Estimating function/production teams.
* Supporting the Region’s bid programme, including Quality Submission involvement, together with enquiries/analyses/recommendations when requested to do so.
* At all times, providing appropriate information to all departments in respect of availability/lead-in times to ensure programmes will be achievable. Developments in legislative issues (i.e., Building Regulations, Landfill tax, etc).
* Progressing invoice queries in a timely fashion in liaison with the accounts function and other disciplines as appropriate, ensuring trends are identified and corrective action taken.
* Liaison/negotiation with suppliers to achieve best value, delivery, performance, and payment terms.
* Assisting the Commercial Director in the promotion/implementation of best practice through the supply chain.
* Ensure schedules, orders and material delivery are completed in line with the procurement tracker.
* Assisting other departments with advice on specifications, availability, value engineering, including Sales, Operations, Technical, and Estimating.
* Communicating with Supply Chain as necessary on future workload, requirements.
* Regularly keep the Commercial Director up to date with all information relating to pertinent Business activities.
* Ensuring specifications are complied with fully on each project under his/her control to minimise risk to the Company, or ensure changes are properly authorised & publicised to necessary parties, both internal & external.
* Risk is suitably dissipated by allocation as appropriate to the supply chain, including but not limited to re-measurement/quantitative, warranty/guarantee, design, and contractual risks.
* Carry out daily/weekly/monthly communication with the Commercial Director.
* Managing and supporting the Procurement and buying team

Your Skills and Experience

This role is ideally suited to an experienced Procurement/Buying professional who has experience in commercially managing medium-sized projects or multiple smaller projects in their current role.

The ideal candidate will be/have;

* Degree qualified or equivalent, demonstrable and relevant industry experience.
* Demonstrable experience in Procurement Management, including change management and transformation.
* Proven experience managing procurement teams and staff development.
* Ability to manage complex procurement conditions, contracts and portfolios.
* Proficient IT user including standard packages such as Excel, PowerPoint, Word, Outlook, MS Teams, etc.
* Strong analytical and problem-solving skills and effective time management skills.
* Clear and effective communicator, in-person, via email and in meetings.
* Able to set clear objectives for themselves and others (in line with the needs of the role).
* Hold a current and valid UK Driving licence.
* Member of the Chartered Institute of Purchasing and Supply (CIPS)(desirable).
