This is a rare opportunity to join Lancashire Teaching Hospitals NHS Foundation Trust as an Emergency Preparedness, Resilience & Response (EPRR) Officer, a role where your work directly protects patients, supports staff, and strengthens our organisation’s readiness for anything from major incidents to local service disruptions.

Working closely with our EPRR Manager, you’ll play a key role in developing, maintaining, and testing our emergency plans, business continuity arrangements, and incident coordination facilities. You’ll coordinate training sessions and exercises that prepare our teams for real-world challenges, ensure compliance with NHS England’s EPRR Core Standards, and contribute to the Trust’s annual assurance process.

You’ll act as a trusted point of contact across the organisation and with system partners, providing clear guidance, practical support, and calm coordination when it’s needed most. Main duties of the job

As our Emergency Preparedness, Resilience & Response (EPRR) Officer, you will work alongside the EPRR Manager to ensure the Trust is fully prepared to respond to emergencies and maintain essential services during disruption. You will support the design, delivery, and continuous improvement of our emergency preparedness and business continuity arrangements, ensuring they meet NHS England’s Core Standards and our statutory duties as a Category 1 responder under the Civil Contingencies Act (2004).

You will coordinate and deliver EPRR training and exercises for staff at all levels, maintain the operational readiness of our Incident Coordination Centres, and review, update, and test key policies and plans. You will manage the collation of evidence for the annual assurance process, prepare accurate reports, and help implement improvements identified from incidents and exercises.

As a key point of contact for colleagues and partners during incidents, you will provide practical coordination and clear communication, capturing lessons learned to strengthen future preparedness. Agile working and occasional travel across sites are part of the role, with flexibility to work from home where appropriate. Detailed job description and main responsibilities

1. Maintain and audit Incident Coordination Centres to ensure operational readiness, including plans, equipment, and resources.

2. Coordinate, deliver, and monitor EPRR training and exercises in line with the Trust’s training programme.

3. Support the review, development, and testing of emergency preparedness and business continuity plans, policies, and procedures.

4. Maintain accurate training records and the EPRR training matrix.

5. Contribute to the annual EPRR Core Standards assurance process, including evidence collation and progress monitoring.

6. Manage and update EPRR intranet pages and other communication channels to ensure timely and accurate information sharing.

7. Provide programme and administrative support to the EPRR Manager, including data analysis and preparation of reports.

8. Act as a point of contact for EPRR queries, developing effective relationships with internal teams and system partners.

9. Support incident response, including documentation during live incidents, coordination of debriefs, and tracking of lessons identified.

10. Maintain own professional development in line with EPRR best practice and statutory requirements.

Person specification

Qualifications & Education

Essential criteria

11. Degree or equivalent level of knowledge and experience in a relevant field.
12. Recognised qualification in Emergency Planning, Business Continuity or Resilience (e.g. DipHEPRR) or willingness to work towards one.

Desirable criteria

13. Teaching or Training Qualification (e.g. L3 Aware in Education and Training)
14. Project Management experience or qualification (e.g. PRINCE2)

Knowledge & Experience

Essential criteria

15. Working knowledge of Emergency Preparedness, Resilience and Response (EPRR) and Business Continuity principles
16. Understanding of the Civil Contingencies Act (2004), NHS England EPRR Framework, and Core Standards
17. Experience of partnership or multi-agency working
18. Experience of data analysis, reporting, and interpreting guidance
19. Experience working in multi-disciplinary teams
20. Awareness of Data Protection and confidentiality requirements

Desirable criteria

21. Experience working in an emergency planning or business continuity setting within health or public sector
22. Experience in the design, delivery, or participation in training and exercises
23. Experience in incident response, debrief, or lessons-identified processes
24. Understanding of NHS structures, policies, and emergency response expectations
25. Familiarity with platforms such as Resilience Direct
