About The Job
Devonport Naval Base supports global operations and provides the necessary ships, submarines, personnel, and equipment to uphold UK defence policies. The base plays a vital role in generating and operating forces for today and the future, offering diverse and challenging opportunities within Navy Command’s open and flexible work environment.
The position advertised is full-time (37 hours/week), with flexible working options available upon agreement. Candidates should be prepared to spend most of their time on-site, with a Civil Service expectation of 60% presence in the office weekly.
Job Responsibilities
1. Support the Resource Manager FMSP in managing Naval Base financial arrangements related to the FMSP contract.
2. Assist in managing in-year finances.
3. Act as a Finance Business Partner, collaborating with MoD Commercial and Technical teams to place work on contract.
4. Forecast and report monthly financial forecasts, assessing risks.
5. Authorize billing, post journals and accruals, reconcile accounts, and analyze variances.
6. Participate in financial planning cycles, including the 10-year budget cycle.
7. Support decision-making and financial assurance activities, including business case development.
8. Scrutinize expenditure proposals to ensure value for money.
9. Manage the FMSP bill payment process.
Person Specification
* Strong background in finance with good interpersonal skills.
* Proficiency in Microsoft Excel.
* Qualification: Association of Accounting Technicians (AAT) Level 3 or relevant experience.
Learning and Development
Pre-joining: None required.
Post-joining: Knowledge of MOD Financial Procedures and Intermediate Financial Skills Certificate within 6 months.
