Lead Pharmacist – Digital Medicines and EPMA

Liverpool University Hospitals NHS Foundation Trust is delivering a major Electronic Patient Record (EPR) transformation to improve medicines safety, quality and efficiency across our services.
We are looking for an experienced and forward‑thinking Lead Pharmacist – Digital Medicines and EPMA to provide senior leadership for electronic prescribing and medicines administration (EPMA) across the Trust in the EPR. This pivotal role is responsible for the strategic development, optimisation and governance of EPMA to ensure safe, effective and high‑quality medicines use.
Working closely with the Assistant CCIO (Pharmacy and Medicines), digital services, clinical leaders and system suppliers, you will lead EPMA system development, upgrades and configuration, oversee clinical safety and risk management, and ensure robust training, adoption and ongoing improvement. You will play a key role in clinical governance, data quality, prescribing safety and benefits realisation, while also providing advanced clinical pharmacy leadership within a designated speciality.
This role requires strong clinical credibility, digital leadership experience and the ability to influence at senior level. You will be confident leading multi‑disciplinary teams, managing complex change and translating clinical practice into safe, effective digital workflows.

Main duties of the job
* Lead the development, optimisation and governance of EPMA systems to ensure safe, effective and high‑quality medicines use.
* Act as the Trust’s clinical lead for EPMA, working closely with digital services, clinical teams and system suppliers.
* Oversee EPMA system upgrades, configuration, and testing, ensuring clinical safety, usability and readiness for go‑live.
* Lead risk management, quality assurance and continuous improvement of electronic prescribing systems.
* Develop and implement EPMA‑related policies, procedures and contingency plans, including system downtime and recovery arrangements.
* Coordinate and strategically plan training and adoption for EPMA and EPR, ensuring staff are supported to use systems safely and effectively.
* Contribute to clinical governance by monitoring prescribing safety, analysing high‑risk medicines use and responding to national guidance.
* Ensure high standards of data quality, audit and reporting, supporting service improvement, financial oversight and benefits realisation.
* Provide advanced clinical pharmacy leadership within a designated speciality, maintaining direct patient care responsibilities alongside digital leadership.
System design, configuration and optimisation
* Project‑manage EPMA system upgrades, configuration and testing, ensuring clinical safety and readiness for go‑live.
* Manage EPMA system parameters, prescribable medicines, order sets and user access rights in line with governance decisions.
* Liaise with software suppliers, digital services and pharmacy teams to resolve issues and support ongoing system development.
Clinical governance and patient safety
* Lead EPMA‑related risk management, quality assurance and clinical safety processes.
* Develop and implement EPMA policies, procedures and contingency plans, including system downtime and recovery.
* Monitor prescribing practice and analyse high‑risk medicines use, responding to national guidance.
Training, adoption and assurance
* Lead and coordinate EPMA training strategy across clinical services.
* Ensure robust user acceptance testing, staff training and post‑implementation support.
* Promote safe and effective use of EPMA through engagement, feedback and continuous learning.
Data, audit and reporting
* Ensure high standards of data quality, integrity and audit within EPMA.
* Use prescribing and administration data to support service improvement, financial monitoring and benefits realisation.
* Support Trust reporting requirements and national audit submissions.
Clinical pharmacy leadership
* Provide an advanced clinical pharmacy service within a designated speciality.
* Participate in multidisciplinary working, medicines optimisation and clinical audit.
* Support education, training and professional development of pharmacy staff.
Professional responsibilities
* Maintain professional registration and comply with Trust policies, clinical governance and information governance requirements.
* Contribute to service development, research, audit and continuous professional development.
Person Specification
Qualifications
* MPharm or equivalent.
* Registered with the General Pharmaceutical Council.
* Postgraduate clinical qualification, preferably to MSc level.
Experience
* Significant post‑registration hospital experience with at least 2 years in an advanced pharmacist capacity.
* Delivery of clinical pharmacy services to a broad range of specialties.
* Acute teaching trust / tertiary referral centre experience.
* Evidence of significant, relevant and ongoing personal CPD.
* Significant input to project management.
* Formulary management.
* Electronic medicines management systems, including prescribing systems.
