2 Month Contract With A Local Authority
Job Purpose
To improve housing standards across the private sector and ensure compliance with relevant housing and building safety legislation. The postholder will deliver targeted service improvement projects, undertake inspections of private sector dwellings, and carry out proactive enforcement action in accordance with statutory duties and Council policy.
Key Responsibilities
* Inspect private sector dwellings and Houses in Multiple Occupation (HMOs) in line with the Housing Health and Safety Rating System (HHSRS) and the Decent Homes Standard.
* Carry out proactive and reactive enforcement action to secure compliance with housing and building safety legislation.
* Manage complex cases including works in default, dispute resolution, technical assessments, and associated financial processes.
* Investigate complex service requests relating to properties and occupants, working with internal teams, professionals and external agencies as required.
* Prepare enforcement cases, compile evidence, and represent the Council at Court and Residential Property Tribunals.
* Provide specialist advice, guidance and mentoring to colleagues and trainees, and deputise for senior staff when required.
* Represent the Council at meetings, appeals, tribunals and court proceedings.
* Promote and contribute to departmental initiatives including Decent Homes, property maintenance, energy efficiency and affordable warmth schemes.
* Act as Lead Officer on specific service improvement and project work as directed by the Team Manager.
Requirements
* Significant experience working in a Private Sector Housing or Environmental Health enforcement role within a local authority.
* In-depth knowledge of housing legislation, enforcement procedures, HHSRS and building construction.
* Experience of preparing cases for prosecution and presenting evidence at Court and/or Residential Property Tribunals.
* Strong inspection, investigative and analytical skills, with the ability to manage complex and sensitive cases.
* Excellent communication skills, with the ability to negotiate, influence and deal effectively with challenging situations.
* Ability to produce clear, accurate reports and professional recommendations.
* Effective time management skills with the ability to manage competing priorities and work both independently and as part of a team.
* Competent IT skills, including the use of case management systems and spreadsheets.
* Relevant professional qualification or equivalent experience (e.g. Environmental Health qualification and registration or substantial housing enforcement experience).
* Ability to travel across the Borough and carry out property inspections, including accessing lofts and roof spaces using ladders.
