The Post The Digital Transformation Programme Manager will lead one of the council’s core digital workstreams, overseeing the end-to-end delivery of complex programmes that modernise services and improve outcomes for residents. The role involves working closely with services, digital and transformation teams to design and implement user-focused digital solutions, managing programme governance, budgets, risks, and benefits, and leading change management activity to ensure new processes and technologies are successfully adopted. The Person We are looking for someone who brings strategic insight, strong delivery skills, and a passion for user-focused digital transformation. The ideal candidate will be comfortable navigating complex environments and inspiring confidence at all levels across the organisation. They will combine excellent communication skills with the ability to challenge established ways of working and build compelling cases for change. We are seeking a confident and collaborative leader with strong strategic insight and a delivery-focused mindset. You will be comfortable operating in complex environments, able to challenge existing practices constructively, and skilled at building credibility and trust with senior stakeholders and delivery teams alike. You will bring excellent communication skills, political awareness, and a clear commitment to customer-focused design, organisational values, and inclusive ways of working. You will have experience delivering IT-enabled change or transformation programmes in a large or complex organisation, including leading change management and user adoption activity. You will be familiar with structured programme governance, managing risks, issues, dependencies, and budgets, and working at pace across multiple priorities. Experience influencing senior stakeholders and delivering measurable service improvements through digital or service redesign is essential. Why join us?
