Duties:

Reporting to the Chief Administrative Officer (CAO), the Manager of Human Resources (HR) is responsible for providing strategic leadership and operational management of the City’s human resources function. This position oversees key areas including Employee and Labour Relations, Talent Attraction and Retention, Job Evaluation and Pay Equity, and Employee Learning and Development.

The Manager is accountable for the development, implementation, and administration of human resources policies and procedures, in consultation with and in support of the management team. The role provides expert advice and guidance to managers, supervisors, and employees to ensure the consistent application of policies, programs, and collective agreements in compliance with applicable legislation and organizational values.

The Manager ensures compliance with relevant employment-related legislation, including the Employment Standards Act, 2000 (ESA), Occupational Health and Safety Act (OHSA), Ontario Human Rights Code (OHRC), Accessibility for Ontarians with Disabilities Act (AODA), and other related statutes. The position is also responsible for overseeing the job evaluation process for all employee groups and ensuring proper maintenance procedures are followed to maintain equitable and defensible compensation practices.

The Manager leads organizational development initiatives, including corporate orientation, leadership development, performance management, and workforce planning. Acting as an advisor under the Respect in the Workplace Program, the Manager promotes a respectful, safe and inclusive workplace culture.

Guided by the City of Stratford’s Strategic Priorities and corporate values, the Manager of Human Resources contributes to the achievement of corporate goals and the ongoing development of a positive and productive organizational culture.


Work Performed:

* Responsible for the oversight of the recruitment and selection process for external hires and internal postings in designated employee groups, including training the departmental staff performing the recruitment and selection process.
* Collaborating with the Finance division on compensation and benefits programs across the corporation for all groups, research.
* Manages the Organizational Development portfolio with specific focus in on-boarding, leadership development, performance management, drafting a people plan and supporting Wellness, Health & Safety training opportunities.
* Ensures positive general employee relations by providing advice on human resources matters and interpretation and implantation of HR policies and procedures.
* Responsible for implementation of AODA legislated requirements (as it relates to Employment Standards, and recruitment and selection); developing policies, procedures and measures and ensuring they are kept current for all areas, communicating policies to the organization, ensuring accommodation for candidates, providing accommodation, when necessary, in recruitment processes, as well as performance evaluation processes, etc.
* Responsible for development of training and development strategies and policies.
* Assists departments in the development and maintenance of job descriptions, and co-ordinates the process in accordance with the collective agreement. Responsible for organizing the process and maintaining corporate records.
* Assist with labour or employee relations related assistance on disability management responsibilities involving the development of injured/sick employees return to work programs.
* Responsible for the establishment, co-ordination, and maintenance of various Human Resources programs, including recruitment and retention, salary administration, people plan, leadership development and performance management.
* Establish, administer, forecast, and monitor the annual operating budget for the Human Resources Division.
* Provide guidance to the CAO and Corporate Leadership Team on leadership, employee relations, and other human resources matters.
* Provides guidance, counseling and advice on human rights matters and/or the Corporate Respect in the Workplace Program. Assists with investigations upon receipt of complaints and provides recommendations. Provides guidance or advice in resolution of issues.
* Works collaboratively with the Manager of Wellness, Health & Safety; acts as back-up when necessary.


Qualifications:

* Bachelor Degree in Human Resources / Labour Relations
* Certified Human Resources Professional/Leader or Certified Municipal Manager-HR Professional Designation
* Certification or training in conducting workplace investigations
* Certified Health & Safety – Workplace Level 2
* 5-7 Years experience in Human Resources

Specialized Skills, Abilities, Training, License, Memberships, or Certifications

Extensive knowledge of Employee and Labour Relations/Negotiations, Organizational Development, Compensation, HRIS, Recruitment and Selection, Ontario Health & Safety Act and Regulations, Ontario Human Rights Code, Ontario Labour Relations Act, Ontario Employment Standards Act, Workplace Safety and Insurance Act
