Overview
IT and Digital Services Programme Manager (Project Uno) at Transport for Wales. This role leads a multi-year, multi-million-pound digital transformation programme shaping Transport for Wales’ customer experience strategy, including the Multi-Modal App and Digital Environment.
Role responsibilities
* Lead strategic programme delivery by managing scope, outcomes, delivery cadence, and team structure across a £5 million multi-year programme, ensuring successful implementation of TfW’s multi-modal app and digital ecosystem used by millions of passengers.
* Shape and govern technical architecture through collaboration with product, architecture, and technical teams to define scalable APIs, platforms, and data models, enabling robust, integrated services.
* Champion user-centred, accessible design by embedding user needs and accessibility principles through research, testing, and feedback loops to drive iterative improvement.
* Manage digital delivery partnerships by overseeing relationships with app/web developers, backend providers, payment platforms, and integration specialists to align commercial performance.
* Run governance and stakeholder engagement by leading programme boards and working groups, providing regular updates to Executive Leadership, Welsh Government, and other senior stakeholders to ensure visibility and alignment with priorities.
Who we’re looking for
* Degree level qualification in IT, Business Administration, Economics, or a related field.
* Project management qualification such as APM or PRINCE2 or similar.
* Proven experience leading large-scale, complex digital or technology transformation programmes with multiple delivery partners in a public sector or regulated environment.
* Experience delivering high-quality digital products (apps, portals, platforms) for end users, ideally in transport, mobility, or public-facing sectors.
* Confident operating in Agile and hybrid environments. Able to align product roadmaps with programme milestones and business outcomes.
Welsh language
The ability to speak/write Welsh would be an asset but is not essential. We support Welsh language development through courses and funding.
