Your Role
We are recruiting for a Transport Strategy Officer to join our team. Work will include:
* Strategy and policy writing to support the ongoing development of the GM Transport Strategy 2050 and Delivery Plan.
* Evidence and monitoring – reporting the outputs and outcomes of the transport strategy and delivery plan.
* Land use planning – influence land use planning decisions to ensure alignment with strategic objectives set out in LTP, GMS & PfE.
* Developer engagement - influence and improve developer approaches to transport in new development, masterplanning and design.
* Growth Locations - support development of Growth Locations ensuring transport infrastructure unlocks good growth.
Who are we?
In this role, you’ll join a friendly, multi‑disciplinary team working at the heart of Greater Manchester’s people and place agenda. The Strategic Planning team leads the development and coordination of the GM Transport Strategy 2050 and its supporting plans, providing a long‑term, evidence‑led framework for investment and decision‑making to help deliver an inclusive, sustainable and well‑connected city region.
Working closely with partners, the team integrates transport strategy with growth locations, regeneration, land use planning and investment priorities across the region. This includes defining and developing transport investment priorities through early development of strategic streets and bus schemes, supporting a long‑term investment pipeline that balances the role of our streets and helps sustain, grow and transform the network.
Across the team, we apply placemaking principles to shape high‑quality, people‑centred environments, ensuring transport strategy is grounded in the real experience of our streets, neighbourhoods and public spaces. We work collaboratively across Greater Manchester and engage at pan‑Northern and national levels to influence policy, champion innovation and help deliver a network that works for everyone.

You’ll bring wide‑ranging knowledge of contemporary transport strategy, land use planning and placemaking, with the ability to explore complex information and turn it into clear, meaningful insights. You’ll be confident analysing data, identifying what matters, and communicating this effectively to support informed decision‑making and the scoping, delivery and communication of transport projects that contribute to Greater Manchester’s place, transport and environmental ambitions.
You’ll be an adaptable and confident communicator, able to build positive working relationships and tailor messages for different audiences. Whether preparing clear, well‑structured reports or working face‑to‑face with partners, you’ll make technical topics accessible and relevant. You’ll also be organised and comfortable managing competing priorities, enjoying collaborative working within established teams to deliver shared objectives.
You’ll have proven experience of working with multiple stakeholders and developing effective relationships with key partners, including local government, consultants, developers, and wider business and public sector networks, helping to ensure joined‑up, effective delivery across the city region.

This role is a permanent contract in a career graded role, with a salary of £43,210 - £56,195 depending on skills and experience.
