A Local Authority in Hertfordshire is seeking an experienced Neighbourhood Manager to lead a comprehensive service review of its Neighbourhood Service, specifically the council housing tenancy management function.
This interim position plays a pivotal role in shaping the strategic direction, operational effectiveness, and long‑term viability of the service. The successful candidate will review current structures, resources, performance, and delivery models to identify improvements that meet regulatory, corporate, and customer expectations.
Key Responsibilities
Service Review & Strategic Assessment (Primary Focus)
* Conduct a full review of the Neighbourhood Service, covering structure, functions, staffing, resources, performance, and demand.
* Present recommendations and options to ensure the service complies with regulatory requirements and delivers exceptional customer outcomes.
* Develop business cases, carry out feasibility analysis, and support resource and workforce planning.
* Assess current service models against sector best practice.
Leadership of Neighbourhood Services
* Oversee the operational and strategic delivery of tenancy and neighbourhood management services.
* Ensure the service is customer‑focused, supports tenant wellbeing, and enables independent, healthy living.
* Drive continuous improvement, performance monitoring, and implementation of service development initiatives.
* Apply a high level of up‑to‑date knowledge of housing, tenancy management, legal and regulatory frameworks, and social housing best practice.
* Use experience from leading housing management teams in dynamic environments to introduce effective operational models.
Partnership & Stakeholder Engagement
* Build effective and collaborative working relationships with internal colleagues, customers, partner agencies, and community stakeholders.
* Promote joint‑working to strengthen outcomes for tenants and neighbourhoods.
The ideal candidate will bring:
* Extensive experience leading housing management services within a complex or changing organisation.
* Strong understanding of social housing regulation, tenancy law, and neighbourhood management.
* Evidence of delivering service improvement, transformation, or redesign.
* Experience developing business cases and implementing new service models.
* Ability to communicate and influence at all levels, with sound judgement, analytical capability, and resilience.
