TheAbdominal Medicine and Surgery (AMS) CSU are seeking to recruit aninnovative, enthusiastic and highly motivated individuals who is passionateabout delivering high-quality compassionate care, as well as leading changeand supporting staff into the role of Matron in the CSU. The posts are withinour Renal services (substantive post) and our Emergency General Surgery andUrology inpatient specialities (Secondment) at Leeds Teaching Hospitals NHSTrust.

Main duties of the job

Thejobholder will have overall responsibility for the management ofnursing/associated staff and the management of nursing resources/budgetswithin the CSU or a part of it. Thejobholder will be accountable for ensuring the highest standard of clinicalcare is provided within the wards and departments for which they areresponsible and ensure the principles of clinical governance are implementedat a local level. The jobholder willwork in partnership with the facilities department in ensuring high standardsof hospital cleanliness is maintained, embracing the principles outlined inthe Matrons charter.

Thejobholder will be easily identifiable to patients, provide strong leadershipthrough a visible presence and provide support, advice and assistancerequired by patients, their families and carers. The jobholder will also support theimplementation of the Patient Advice and Liaison Service (PALS),

Job responsibilities

TheRenal services within AMS are based at St James Hospital as well as remotesatellite units across the local region. We have 2 inpatient wards, a largechronic and acute dialysis unit on the SJUH site as well as an interventioncentre and 7 regional dialysis units.

TheEmergency General Surgery (EGS) and Urology inpatient services within AMS arebased at St James Hospital within ward J42, J46 and J47. These wards providecare for patients requiring acute surgery as well as semi elective andelective surgery for both cancer and non-cancer disorders.

PRINCIPALDUTIES & AREAS OF RESPONSIBILITY

Value for Money

Be responsible for the management ofhuman and material resources within the designated area and play a key rolein ensuring the CSU delivers a balanced budget.

Manage the delegation of ward/deptbudgets to Senior Sister/Charge Nurses and Nurse Specialists providingsupport and advice as required.

Ensure performance measures areimplemented to monitor/develop financial management at ward/dept level.

Be responsible for the allocation ofstaff to all areas, ensuring adequate staffing cover is provided on a dailybasis. Review nursing establishmentsto ensure skill mix reflects current workload requirements and representsbest use of resources.

Oversee the use of bank and agencystaff and monitor expenditure to ensure financial balance is achieved. Assess the impact of extra hours worked bystaff on their performance and the needs of the service.

Review trends on expenditure andactivity accordingly and action to be taken.

Quality of Care/Clinical Governance

Work with members of the ClinicalManagement Team (CMT) to deliver high quality, timely health care. Contribute to the implementation ofNational Service Frameworks (where applicable) and National Policy.

Work closely with SeniorSisters/Charge Nurses to secure and ensure the highest standard of clinicalcare is provided within available resources.

Work in conjunction with ClinicalDirectors, business managers and other CMT staff to ensure national patientaccess targets are met.

Support bed management processeswithin the CMT.

Ensure processes at Ward/Deptencompass measures to ensure smooth transition of patients through the carepathway, for example, timely admission and discharge processes, nurseinitiated discharge (where appropriate).

Ensure that clinical governanceprocesses at ward and department level encompass measures to ensure thequality of the fundamental and essential aspects of care within the CMT. Play a leading role in clinical benchmarking,using the Essence of Care toolkit, ensuring examples of good practice areshared.

Ensure nurses work within the TrustNursing Policy and Practice Guideline framework. Lead developments in practice throughpolicies and guidelines and support others in this process.

Communicate effectively throughdaily contact with ward/dept staff.

Be responsible for the monitoringand auditing of standards of care. These standards will include areas such ascleanliness, quality of food and nutrition and the prevention and control ofhospital acquired infection.

Ensure appropriate environments andinfrastructure for patient care is provided, with support from a namedFacilities Manager.

Deliver a quality service throughsetting and monitoring clinical and non-clinical performance standards,working in collaboration with housekeeping staff, catering, laundry,portering and clerical staff.

Working with members of the CMTs,play a leading role in the management of clinical and non-clinical risk inthe speciality contributing to the development of a live risk register. Ensure risk assessments are undertaken inall areas in accordance with Trust policy and develop action plansaccordingly.

Ensure clinical and non-clinicalincidents are reported in accordance with Trust policy and agree actions inresponse to these.

Maintain a safe working environment,being aware of the requirements to comply with Health and Safety regulations.Ensure equipment is maintained according to manufacturers specifications andnecessary repairs are undertaken. Ensure staff are trained and supervisedwhere appropriate in the correct use of equipment.

Address the concerns of patients andservice users and respond to their suggestions for local qualityimprovements. Lead the investigation and management of complaints throughlocal resolution and in accordance with the Trust complaints procedure,liaising with the Patient Relations department where necessary.

Support the implementation of aPatient Advice and Liaison Service (PALS), being a focal point for advice topatients and carers and local resolution of complaints.

Ensure patient records are completedin accordance with the NMC guidelines for records and record keeping (2002)and make arrangements to audit this.

Champion the development of nursingpractice.

Working with Deputy Chief Nurse(s)and the Nursing Directorate to ensure the implementation & delivery ofthe Nursing Strategy.

Act in accordance with the Nursing& Midwiferys or Health and Care Professionals Councils Code of Conduct

Education and Training

Ensure that Senior Sisters/ChargeNurses and Nurse Specialists acquire and maintain an appropriate repertoireof management and clinical skills to develop their competencies in line withagreed personal development plans.

Ensure nursing staff maintainmandatory training requirements relevant to their speciality in accordancewith Trust policy.

Undertake Senior Sister/ChargeNurse/Nurse Specialist staff appraisals and ensure all staff have personaldevelopment plans in accordance with Trust policy and support other seniornursing staff in this process.

Promote evidence-based practicewithin wards and departments. Support staff in undertaking research/projectwork.

Co-ordinate with thepost-registration education commissions for the CMT, influence content ofprogrammes delivered through Professional Development.

Work with the universities to ensureappropriate learning.

Ensure implementation of Trust studyleave policy.

Leadership

Provide a focus for the day to dayprofessional leadership of nursing and midwifery and support staff within thewards/depts. Accountable for andsupport Senior Sisters/Charge Nurses/Nurse Specialists in providing visibleand credible nursing and midwifery leadership in their individual areas ofresponsibility.

Act as a positive clinical rolemodel through the provision of support and advice to staff. Lead by examplethrough visible leadership to motivate and empower others.

Have day to day responsibility,through the Senior Sisters/Charge Nurses/Nurse Specialists of the nursing andmidwifery and direct care teams in the wards/depts. Ensure that appropriatearrangements are in place to set objectives, monitor performance, agree andreview development needs, (both personal and professional) and to provideleadership, support and motivation to help immediate subordinates and othersto understand and achieve the required results.

Ensure effective workingrelationships and communication is maintained between all grades of staff andprofessional groups within the designated area, working within amultidisciplinary team.

Facilitate the provision of clinicalsupervision to staff and support staff in arranging mentorship whereappropriate.

Assess the impact of the investmentin nursing staff personal development plans.

Provide nursing leadership to CMTsin partnership with Nurse Specialists and Nurse Consultants to develop newroles/ways of working.

Work with the Nursing Directorate,keep under review the roles of registered nurses and promote the developmentof nurses undertaking the CNO Ten key skills as considered appropriate.

Support the development of thesupport worker as appropriate.

Ensure appropriate management of thenursing workforce. Manage performance, sickness absence and staff capabilityin accordance with Trust policy.

Support Senior Sisters/ChargeNurses/Nurse Specialists in the recruitment and selection process. Ensuresystems are in place for induction and preceptorship.

Participate in and where requiredlead nursing initiatives within the CMT and within the Trust.
