Role Health and Safety Manager (Part Time) Reports to Chief Operating Officer Contract : Part time, permanent Mutual Energy Ltd are seeking an experienced health and safety professional who can lead safety strategy, support the Senior Leadership Team in areas including regulatory compliance, operational risk management, incident investigation and review, contractor management and stakeholder management. Also support the development of internal resource to manage the H&S management system, potentially gaining ISO45001 accreditation. Hours: 2 days per week (Flexible to discuss days/hrs and how this is broken down) Location : Based at Mutual Energy Ltd, The Arena Building, 85 Ormeau Road, Belfast (car parking available) with a hybrid working regime available. Travel to Mutual Energy sites in Northern Ireland and Scotland may be required on an ad hoc basis. Salary : £60,000 to £65,000 (FTE) pro-rated accordingly, depending on experience plus annual bonus scheme, for which the successful applicant will be eligible. Pension : Eligible to join the Companys Group Personal Plan, matched up to 9.5% by the employer, subject to the rules and provisions of the plan. Annual Leave : 25 days annual leave (FTE) pro-rated accordingly, excluding bank holidays. Medical Insurance : Eligible to join the Companys Healthcare Insurance Scheme, subject to the rules and provisions of the scheme. Electric vehicle : Eligible to participate in the Companys electric vehicle scheme which provides fully electric vehicles via salary sacrifice arrangements. Key Responsibilities Develop, review and implement health and safety policies, procedures and safe systems of work in line with legal requirements and industry best practices. Ensure compliance with statutory requirements and maintain up to date knowledge of relevant legislation and guidance. Promote a positive safety culture through behavioural safety initiatives and staff engagement activities. Develop and monitor safety performance indicators and produce regular management reports. Oversee contractor safety management and permit to work systems to ensure safe delivery of contracted activities. Manage incident reporting, investigation and root cause analysis. Investigate incidents, accidents, and near misses, and implement corrective actions to prevent recurrence. Lead site and operational risk assessments and ensure appropriate controls are in place and maintained. Plan and conduct health and safety audits and inspections to measure compliance and identify improvements. Deliver and co-ordinate health and safety training and inductions for staff and contractors. Provide specialist advice on occupational health, ergonomics and safe working practices to operational managers. Manage the maintenance of statutory records, risk registers and documentation for inspections and audits. Essential Criteria NEBOSH Diploma or equivalent professional health and safety qualification and either Chartered or on the Chartered pathway (within 2 years). Minimum of five years practical experience in a health and safety role with responsibility for policy and compliance. Proven experience of risk assessment, incident investigation and audit processes. Sound knowledge of relevant health and safety legislation and regulatory frameworks. Ability to influence at all levels and lead cross functional teams to implement change. Desirable Criteria Experience managing contractor safety and permit to work systems in an environment in a heavily out-sourced contracting environment. Experience delivering training and presenting to diverse audiences with clear communication skills. Strong analytical skills with the ability to develop practical, proportionate control measures. Competence in preparing management reports, safety metrics and action plans. Organisational skills and attention to detail, with the ability to manage multiple priorities.
