Strategic Programme Delivery Manager - Tackling Poverty

About the role:
This is a new strategic programme for the organisation. The establishment, oversight and responsibility for delivery of five themed programmes are a new requirement to ensure focus on the Corporate and Strategic Equality Plan delivery. Five programmes will be established focussing on Housing, Economic Growth, Child Poverty and money advice. It will also help shape place planning for more sustainable communities. Powys County Council will form a Programme with partners and representative stakeholders to work together in addressing poverty in our rural communities. The Strategic Programme Delivery Manager will be accountable for leading, managing
and delivering the programme ensuring that the necessary constitutional and
governance arrangements are in place. Ensuring these drive transformational change across the organisation.
In addition, the Strategic Programme Manager will be responsible for taking the lead and working with senior leaders in the re-design of functions from existing arrangements within each service to alternative models of delivery to ensure anti poverty focus of Council services.
About you:
We are looking for an experienced programme manager with a track record of robust delivery of transformation change of major strategic projects.
It is key that the programme manager can work with senior staff across the organisation and partners to design change programmes, communicate effectively with partners and our communities and have the ability to drive transformation change. With significant experience of working in complex political environments we are looking for a positive contributor to deliver the ambitious change programme across the Economic Development and Growth Directorate.
What you will do:
• To be accountable for leading, managing and delivering the establishment of the Tackling Poverty Programme
• To work collaboratively with Programme Senior Responsible Officers, Portfolio Holders and Programme/Project Managers.
• To be responsible for the establishment of the Portfolio and required
programmes including projects. Following government guidelines for project,
programme and portfolio management ensure the robust management including establishing Portfolio, Programme and project governance and oversight requirements.
• To establish programme delivery timelines and meetings to meet corporate
reporting timelines. Creating a matrix of reporting for all projects, programmes and portfolio management and effective communication on programme delivery ensuring the portfolio delivery is managed effectively, delivering to time, cost and required outcomes.
• To manage and have responsibility drawing down internal and grant funding
from Welsh Government and monitoring expenditure for the different aspects.
• Work effectively through matrix management of staffing for the portfolio across Housing, Finance, Economy, Property, Schools and Schools Services.
Partnership roles may also be included in the matrix to make the most effective use of resources in tackling poverty initiatives.
