About the role

Hillingdon Council is seeking a Parking Services Programme Manager to lead the delivery of a portfolio of parking‑related projects. This is a pivotal role at the heart of our ambitious modernisation agenda, ensuring we deliver efficient, high‑quality services and maximise value from our parking functions.

Reporting directly to the Director of Community Safety & Enforcement, the postholder will work across Council departments, with senior leaders, elected members, project sponsors and external suppliers to deliver important service improvements and change.

This is a unique opportunity to shape the future of parking services in one of London’s largest boroughs.


Responsibilities

* Plan, manage and deliver a portfolio of complex, strategically important projects across Parking Services.
* Build and coordinate multidisciplinary project teams to deliver agreed outcomes on time and within budget.
* Champion innovation and identify opportunities for enhanced customer experience and operational efficiency.
* Work with our contracted service providers to ensure contracted services deliver resident‑focused outcomes and maximum value.
* Gather and interpret key data to support effective management and decision‑making.


Qualifications

* Proven experience delivering major change projects in a parking services or similar complex operational environment.
* Understanding of parking and related services in local authorities.
* Excellent interpersonal skills, with the ability to influence, negotiate, and build strong relationships at all levels.

This is a one year, fixed term role.
