Location: Brecon

Salary: Grade 9 £39,152 - £41,771 per annum

Vacancy Type: Fixed Term Contract March 2027

Hours: 37 hours per week

National Parks were designated in order to protect beautiful areas for the benefit of the nation. They came about as a result of the 1949 National Parks and Access to the Countryside Act, which put a legislative framework in place for the establishment of National Parks in England and Wales.

The Role

The Usk Catchment Partnership consists of organisations which have come together to improve the viability of the river Usk and its wider catchment area.

The post holder will project manage and help deliver key outputs of the nutrient management plan and develop an Integrated Catchment Management Plan for the River Usk Special Area of Conservation (SAC).

Communication, engagement and involvement of a wide range of people interested in the natural features, the culture and the heritage of this designated river will ensure successful delivery.

The post holder will work across the Authority and with key stakeholders to ensure that the Usk Catchment Partnership is focused on delivery of the objectives of Y Bannau: The Future (The National Park Management Plan) as well as meeting the outputs and outcomes of the collective action plan of the Usk Catchment Partnership.

Key Responsibilities


* Provide the first point of contact for decision-making on behalf of the Usk Catchment Partnership.
* Help to broker effective relationships and act as an enabler and facilitator to help unblock barriers, harness collaborative working, and provide a suitable level of challenge when needed towards achieving the vision of the Usk Catchment Partnership.
* Coordinate the development and implementation of actions of the Nutrient Management Plan and Integrated Catchment Management Plan, tracking performance against those actions.
* Lead the work on providing updates and reports to relevant stakeholders including the Partnership Core Group, wider Partnership and funding bodies.
* Further strengthen communication and engagement within the Partnership and with diverse audiences, recognising the cultural and heritage aspects of the project.
* Provide line management, guidance and support to any officer acting in the secretariat function to the Usk Catchment Partnership.
* Provide advice, guidance and feedback to contractors and consultants undertaking work on behalf of the Usk Catchment Partnership and/or subsequent projects/Partnerships.
* Ensure all sub-groups of the Usk Catchment Partnership, are working together effectively towards a shared objective.
* Promote the Usk Catchment Partnerships work and project outputs in accordance with the Partnership communication strategy.
* Liaise with other relevant Spatial Partnerships/Nutrient Management Boards in Wales and beyond to incorporate best practice and good ideas into the Partnerships work.
* Ensure that all Partnership project administration, convening and recording of Partnership and Core Group meetings, completion and submission of periodic reports and grant claims, are achieved effectively and efficiently.
* Ensure that all lessons learnt from the Partnerships projects are made available in a readily understood and available format for the Partnership and the public.
* Identify and develop funding opportunities and ways to deliver Partnership objectives, including liaising with Bannau Brycheiniog National Park Authoritys Head of Natural Capital.
* Work with the Finance Department and the Programme Board at Bannau Brycheiniog National Park to ensure appropriate management and reporting of the project.
* Any other duty, appropriate to the grade and nature of the post, as required by the Chief Executive.

Skills And Qualifications

Essential Criteria

* Extensive experience of working in partnership settings, combining complex networks of stakeholders.
* Extensive experience of project management and delivering programmes to time and budget.
* Experience of securing and delivering grant-aid funded projects.
* Experience of delivering multi-agency projects.
* Experience of drafting detailed reports and giving engaging presentations to committees and stakeholders.
* Excellent facilitation skills in group settings.
* Excellent communication and engagement skills
* A strategic thinker, able to solve complex problems within a partnership where there may be differing viewpoints.
* Ability to influence change through stakeholder engagement and multi-agency partnership working.
* Be creative and strategic and able to develop integrated solutions to complex problems.
* Be self-starting and able to manage the project with minimal supervision.
* Contribute towards a positive work environment and treat your colleagues with kindness and respect.
* Be open with your knowledge and contribute to a culture of organisation-wide learning.
* Take a proactive role in promoting equality in all that you do.
* Be aware that you have a duty of care for the health and safety of yourself and others.
* Current driving licence
* Welsh Level 1

Desirable Criteria

* Degree level qualification in related subject
* Experience of setting operational plans and influencing direction.
* Understanding of the economic circumstances which influence the Land Management Sector in Wales
* Experience of using GIS
* Welsh language Level 2
